Job Description:
As a Proposal Specialist, you’ll champion the development and delivery of basic to moderately complex proposals and qualifications packages. You’ll also serve as a writer for our Federal Proposal Operations group. NOTE: This position is OPEN to all 50 States, in addition to the targeted markets listed. You’ll be joining the Enterprise Proposal Operations team and work collaboratively with leadership, management, subject matter experts (SMEs), creatives, and capture teams to win new business. This position will require you to adapt to changing priorities in a dynamic environment and work on multiple assignments in tandem, with overlapping schedules.

How You Will Make a Difference
- Perform detailed analysis of solicitation documents to assess requirements, and build compliance matrices, schedules, and annotated outlines.
- Interact with capture team members and SMEs to guide proposal development efforts through the Business Acquisition Process (BAP).
- Manage, write, edit, and produce multi-volume Federal proposals and task order responses that are compliant, comprehensive, compelling, and easy to score.
- Write non-technical proposal content (e.g., resumes and past performance) and interview and write technical content that’s cohesive, clear, and persuasive.
- Collaborate with graphics and desktop publishing teams to tailor templates for proposal compliance, look and feel, and layout standards.
- Review proposal drafts and final documents for compliance, responsiveness, thoroughness, accuracy, and quality.
- Establish a print production schedule and resource plan to ensure required proposal documents are produced properly and delivered on time.
- Populate and maintain SharePoint and Microsoft Teams libraries.
- Facilitate proposal kick-off meetings, milestone meetings, color reviews (e.g., pink, red, gold, white glove) and recovery periods to ensure quality deliverables.
- Coordinate coaching activities for the interview/oral phase of pursuits.
- Research, analyze, and synthesize information from multiple sources (e.g., SMEs and previous proposals).
- Ensure dual compliance checks (from operations and proposal organization) are completed and implemented.
- Perform closeout activities, initiate the lessons learned process, and archive final files.
- Provide training and mentorship to proposal coordinators.
- Perform other responsibilities associated with this position as may be appropriate.

What You Will be Doing with Us
- Lead proposal teams in an encouraging, diplomatic, and collaborative demeanor
- Provide day-to-day leadership and direction of proposal resources with ability to communicate clearly with different groups and types of people and motivate them to produce great work
- Work collaboratively with capture managers and leadership to identify problems and risks and quickly mitigate them
- Maintain, adjust, and drive proposal schedules throughout Parsons’ BAP process
What We Need from You (REQUIRED)
- US citizenship
- Bachelor’s degree
- 7+ years of managing and writing/editing multi-volume proposals and speed of light task order cycles that have resulted in Federal contract awards with values of more than $25M
- TS clearance
- In-depth understanding of how to develop compelling and compliant Government RFI, RFP, and RFQ responses
- Strong organizational skills
- Ability and willingness to travel 20-30% of the year
- Experience working in a SCIF environment

Education/Experience
Bachelor degree and typically 7+ years of diversified experience, primarily within the business development realm of a large, multinational company.
