Job Description:
Parsons is looking for an amazingly talented Proposal Manager to join our regional Bid Studio team!
In this role, you will lead and manage multiple medium scale proposals, taking clear ownership of delivery, quality, and compliance, and coordinating multidisciplinary teams to produce high-quality, competitive submissions in accordance with Parsons’ Business Acquisition Process (BAP).
What You'll Be Doing:
Take end-to-end ownership of assigned proposals, from RFP review and kickoff through submission and handover to the delivery team.
Review and analyze RFQ/RFP documents to identify requirements, risks, and deliverables, and prepare clarification questions for submission to the client.
Develop and maintain compliance matrices, annotated outlines, and detailed proposal schedules, ensuring full coverage of all requirements.
Plan and facilitate proposal kickoff meetings, milestone meetings, and color reviews (Pink, Red, Gold), and manage recovery actions.
Draft, coordinate, and review proposal content across the full spectrum, including generic sections, management narratives, and technical content, ensuring clarity, consistency, and compliance.
Coordinate and guide proposal writers and subject matter experts to ensure all technical and non-technical inputs are accurate, complete, and aligned with the proposal strategy.
Apply AI-enabled tools in a disciplined and responsible manner to support content development, structuring, compliance checks, and quality reviews.
Collaborate closely with Capture Managers, Business Development, and technical teams to ensure alignment with agreed strategy and win themes.
Coordinate inputs from graphics and production teams to deliver professional, visually consistent, and client-focused submissions.
Conduct final quality and compliance checks prior to submission and support proposal closeout and lessons learned activities.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering or related technical qualification.
Minimum of 10 years of professional experience, including at least 5 years in RFP response and proposal development.
Middle East market knowledge and experience and preferably Europe market experience.
Experience within the Architecture, Engineering, and Construction (AEC) industry preferred.
Strong sense of ownership and accountability, with the ability to independently manage assigned proposals through to successful submission.
Highly diligent and detail-oriented, with a disciplined approach to compliance management, quality control, and schedule adherence.
Proven ability to use AI-enabled tools responsibly and effectively to enhance proposal efficiency, structure, and quality.
Strong organizational, coordination, and time-management skills.
Excellent written, interpersonal, and communication skills.
Ability to perform effectively in a deadline-driven environment, maintaining professionalism under pressure.
Strong visual and graphical sensibility, with the ability to direct, challenge, and drive graphics designers to deliver clear, compelling, and client-focused visual outputs.
Strong commercial awareness, including understanding of pricing, contractual, and risk considerations.
What Desired Skills You'll Bring:
Strong understanding of contractual risks and their implications within proposal development.
Advanced familiarity with AI-assisted proposal development tools and digital collaboration platforms.
Ability to develop clear, compelling, and well-structured presentations that effectively communicate key messages.
Good understanding of commercial alignment, including pricing narratives and evaluation criteria.
APMP certification or progress toward certification is desirable.
