Job Description:
Parsons has an immediate opening for a Senior Project Manager - Sustainability and Integration Leader within our Rail and Transit division. In this role, you will be responsible for the scope development, scope management, and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies.

Responsibilities:
The role involves managing and delivering various rail and transit projects (LRT, BRT, commuter rail) while ensuring they meet budget, schedule, and quality standards. Key responsibilities include:
- Providing project management, strategic advisory, and project integration leadership throughout the project life cycle, including preliminary design, feasibility studies and detailed design for large-scale transit projects.
- Review of preliminary and detailed design drawings, reviewing and supporting report-writing and proposal writing. Embedding climate resilience, emissions reduction, and decarbonization considerations across deliverables.
- Actively responding to client needs and maintaining communication, including stakeholder and public engagements. Positioning sustainability outcomes as core project success metrics in client and stakeholder communications.
- Preparing monthly project status reports and recommending corrective actions as needed.
- Assisting with new work proposals, including teaming arrangements, budget estimates and schedules. Bringing subject matter leadership in sustainability funding, government programs (e.g., NRCan, FCM), and ESG-aligned value propositions.
- Managing project scope, schedule, costs, and quality assurance. Oversees the establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Works with other managers, project engineers, discipline leads and sub-consultants to develop budgets, schedules, and plans for the various elements of a project.
- Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
- Manages the oversight of contractors performing work in the field for the collection of due diligence and construction services.
- Creating integrated project schedules and maintaining risk registers. Identifying sustainability risks and opportunities through structured screening (e.g., GHG, climate adaptation, funding eligibility).
- Monitors and provides cost control management.
- Reviewing contractor schedules and monitoring cost controls.
- Mentoring and supervising staff while fostering a client-focused environment. Building internal capability around climate-aligned infrastructure delivery and low-carbon transition planning.
- Leading business development efforts in the Greater Toronto Area (GTA). With a focus on net-zero transit infrastructure, municipal decarbonization strategies, and zero-emission bus/rail integration. [This would be focused for Municipal/Regional ZEB, Aviation opportunities and will be across Canada. Additionally, collaboration with our US colleagues would be required. Qualifications:
- Bachelor's Degree in civil engineering or other relevant field. A background in sustainability, environmental engineering, or energy systems would be an asset.
- Minimum of 10 years of related work experience, including 10 years of [Experience in cross-sectoral decarbonization, zero-emission fleet strategy, utility coordination, or municipal energy transition work preferred.]
- Knowledge in alternate project delivery (P3, DB), and experience in teaming arrangements with contractors and consultants.
- Broad general technical and business background with experience monitoring project budget and schedule of deliverables in a fast-paced project.
- Experienced in budget control and schedule updates.
- Proficiency in using Microsoft Office Suite.
- Hold a Professional Engineering License in Ontario or in process. We would need you to apply for Ontario as this is a requirement for Project Manager/Technical Lead roles with our major clients.
- PMP designation is an asset.
- Experience with Metrolinx, TTC, City of Mississauga, City of Toronto, MTO, and other Municipalities is an asset
- Familiarity with GTA market conditions, public and private sector client base. Understanding of the Canadian climate policy landscape, clean transportation incentives, and utility regulations is highly beneficial.
- Ability to work independently as well as in groups with a demonstrated ability to manage projects, project teams, and clients.
- Excellent technical, verbal, and written communication skills.
- Highly motivated and enthusiastic with a strong desire to succeed.
