Job Description:
Parsons is looking for a talented Project Manager/Project Engineer to join our team! In this role, you will get to manage and execute a variety of mechanical, electrical, and controls-related projects at a combined cycle power plant. This role would be based in Bakersfield, California.
What You'll Be Doing:
- Project Definition: In collaboration with the plant sponsor, develop initial project objectives, constraints, and a +/-30 % budget estimate, and develop foundational project documents including project charter, impact assessment, economic analysis, and monthly case flow.
- Project Approval: Refine project scope and budget (+-20% accuracy), update preliminary foundational project documents, and submit for approval.
- Project Engineering: Oversee contractor-led detailed engineering design, coordinate input from owner stakeholders, and ensure quality and compliance with the owner's requirements.
- Project Construction: Manage construction planning and oversee execution, coordinate procurement requests with plant personnel, implement site safety, logistics, and execution plans, and maintain construction documentation.
- Project Commissioning: Review and validate contractor-developed commissioning plans, coordinate with stakeholders to prepare systems for startup, and compile operational readiness documentation for operational readiness (commissioning plans/schedules, test records, lockout tagout plans, release to commissioning, and notice of continuous operation certificates).
- Project Turnover: Compile and transfer all project deliverables to operations before contract completion (as-built drawings, O&M manuals, training materials, completed ITPs and commissioning records, deficiency lists, and final acceptance certificate).
- Project Closeout: Ensure all contractual deliverables have been met, all confirmed purchase orders are closed, and support documentation finalization and archiving.
What skills will you need:
- Effective leadership skills with the ability to perform in a management capacity
- Excellent written and oral communication skills
- Thorough knowledge of industry practices and regulations
- Knowledge of current technology and how it can be effectively utilized on projects
- Bachelor's Degree in Engineering or related technical/business field
- 10+ years of related work experience
- A broad general technical and business background
- Ability to meet Parsons’ project management certification requirements
- Experience with gas turbine generators and steam cycles
- Experience with instrumentation and controls
