Job Description:

Parsons is looking for an amazingly talented Project Director to join our team! In this role you will get to lead the delivery of one of the largest PPP infrastructure programmes in the UAE.

What You'll Be Doing:

• Lead the PPP programme from a contractual and commercial perspective, ensuring delivery in line with concession, financing, and construction agreements.

• Champion a strong safety culture across all contractors, consultants, and interfaces.

• Lead and mentor a multidisciplinary programme team including project managers, commercial, technical, and HSE leads.

• Build a high‑performance culture focused on accountability, collaboration, and continuous improvement.

• Drive PPP governance, ensuring alignment between technical delivery, commercial obligations, and long‑term O&M requirements.

• Provide leadership and direction on contract interpretation, dispute avoidance/resolution, and commercial strategies across the programme.

• Lead engagement with Client, legal/financial advisors, regulators, municipalities, utilities, and affected communities.

• Ensure succession planning and capability development across the programme team.

• Provide strategic oversight of the safe delivery of all tunnels, link sewers, terminal pump station, and associated works.

• Monitor and report on progress, achievement of programme milestones and contractual completion dates, and commissioning schedule.

• Take overall responsibility for programme budget, value for money, and commercial performance (including claims, variations, and risk/opportunity management).

• Demonstrate experience in leading/managing complex multi‑disciplinary PPP projects.

What Required Skills You'll Bring:

• Bachelor’s Degree in law, finance, engineering or a related technical/business field.

• 20+ years of related work experience on major infrastructure programmes, including leadership roles on PPP or similar long‑term concession models.

• Significant experience leading complex, multi‑disciplinary PPP infrastructure projects, coordinating commercial, legal, financial, and technical workstreams.

• Strong commercial and contractual acumen, including experience with major infrastructure contracts and PPP/concession agreements.

• Excellent stakeholder and client management skills, including working with public authorities, regulators, lenders, and advisors.

• Demonstrated leadership capability in building and leading high‑performing programme teams across commercial, technical, and HSE disciplines.

• Internationally recognised PPP qualification

What Desired Skills You'll Bring:

• Working knowledge of TBM tunnelling projects, underground construction risks, and wastewater pump station construction, sufficient to engage effectively with technical leads and integrate key risks into commercial/contractual decisions.

• Experience on mega‑projects (>USD 1bn) or multi‑contract programmes.

• Experience working in live urban environments and with operational sewer networks.

• Postgraduate qualification in project management or business administration.

• Experience collaborating with lenders’ technical advisors, legal and financial advisors on PPP deals.
