Job Description:

Parsons is looking for an amazingly talented Delivery Manager to join our team!

We are seeking a highly experienced Delivery Manager to lead the successful delivery of a major airport airfield and infrastructure development area, including runways, taxiways, aprons, airfield pavements, utilities, drainage systems, and associated infrastructure works. This role requires exceptional leadership, project delivery, and stakeholder management experience gained from complex aviation and large-scale infrastructure programs.

The ideal candidate will have a minimum of 20 years of experience in managing the delivery of major airport, airfield, transportation, or infrastructure projects, with proven capability in leading multidisciplinary teams, managing contractors, ensuring compliance with aviation requirements, and delivering complex projects safely, on time, and within budget.

What You'll Be Doing:

• Provide overall leadership and accountability for the successful delivery of an assigned airport infrastructure area, including runways, taxiways, aprons, airfield systems, utilities, and supporting infrastructure.
• Develop and implement delivery strategies aligned with project objectives, contractual requirements, and client expectations.
• Lead multidisciplinary delivery teams covering engineering, construction, project controls, quality, HSE, commercial, and stakeholder management functions.
• Ensure successful execution of project activities from design development through construction, testing, commissioning, and handover.
• Drive delivery performance and ensure achievement of key milestones and project objectives.
• Oversee the delivery of airfield works including runway and taxiway construction, pavement works, airside roads, markings, lighting interfaces, drainage, and associated systems.
• Ensure airfield works comply with aviation standards, operational requirements, and approved design specifications.
• Manage construction sequencing and delivery strategies considering airport operational constraints and safety requirements.
• Coordinate integration between airfield infrastructure, utilities, buildings, systems, and operational interfaces.
• Support successful completion of airfield testing, inspections, commissioning, and operational readiness activities.
• Provide leadership and direction to contractors, consultants, and delivery partners.
• Monitor contractor performance against approved programs, quality requirements, safety standards, and contractual obligations.
• Review construction methodologies, execution plans, recovery strategies, and resource plans.
• Ensure effective resolution of technical, commercial, and construction challenges impacting delivery.
• Drive accountability across contractors and project stakeholders to achieve project objectives.
• Work closely with planning, cost control, risk, and commercial teams to monitor project performance.
• Review project schedules, progress reports, cost forecasts, and delivery dashboards.
• Identify potential delays, risks, and constraints and implement mitigation strategies.
• Support development of recovery plans and improvement initiatives where required.
• Ensure effective integration between project controls and delivery activities.
• Lead coordination between design teams, contractors, consultants, and client representatives.
• Ensure design deliverables support construction requirements and project objectives.
• Review technical challenges, design changes, and interface issues affecting delivery.
• Coordinate multidisciplinary interfaces between civil, structural, mechanical, electrical, ICT, utilities, and aviation systems.
• Support value engineering initiatives and constructability improvements.
• Act as a key point of contact between project leadership, client representatives, contractors, authorities, and operational stakeholders.
• Manage complex interfaces between airfield works, infrastructure packages, airport operations, and external stakeholders.
• Facilitate progress meetings, executive reviews, technical workshops, and coordination sessions.
• Ensure timely resolution of stakeholder concerns and delivery constraints.
• Maintain strong relationships with aviation authorities and regulatory bodies.
• Ensure all delivered works comply with project specifications, quality standards, aviation regulations, and contractual requirements.
• Support implementation of quality assurance and quality control processes.
• Review inspection plans, testing procedures, non-conformance reports, and corrective actions.
• Promote a culture of quality excellence throughout project delivery activities.
• Ensure completion documentation and handover requirements are achieved.
• Provide leadership in maintaining the highest standards of health, safety, and environmental performance.
• Ensure all construction activities comply with airport safety requirements, HSE procedures, and operational restrictions.
• Support risk assessments, safety reviews, and constructability assessments.
• Promote safe delivery practices across contractors and project teams.
• Ensure environmental requirements and sustainability objectives are integrated into delivery activities.
• Support commercial teams in managing contractual obligations, variations, claims, and delivery risks.
• Review contractor performance and support resolution of contractual issues.
• Provide delivery input into change management and commercial decision-making processes.
• Ensure project execution remains aligned with approved budgets and contractual requirements.
• Provide regular delivery updates, performance reports, and executive-level presentations.
• Report progress, risks, opportunities, and key decisions to project leadership.
• Participate in governance meetings and strategic project reviews.
• Maintain effective project documentation and delivery records.
• Provide leadership, mentoring, and guidance to project team members.

What Required Skills You'll Bring:

• Bachelor’s Degree in Civil Engineering, Construction Management, Project Management, or related Engineering discipline.
• Master’s Degree in Engineering or Project Management is an advantage.
• Minimum 20 years of experience in major infrastructure, airport, airfield, transportation, or EPC project delivery.
• Proven experience managing large-scale airport development programs involving runways, taxiways, pavements, utilities, and infrastructure systems.
• Extensive experience leading multidisciplinary project teams and managing contractors.
• Strong track record of delivering complex projects through design, construction, commissioning, and handover phases.
• Experience working with international clients, consultants, contractors, and government authorities.
• Strong knowledge of airport infrastructure delivery requirements and airfield construction practices.
• Excellent understanding of project delivery methodologies, construction management, and contract administration.
• Strong leadership and decision-making capabilities.
• Experience managing complex interfaces across multiple disciplines and contractors.
• Strong understanding of project controls, risk management, cost management, and schedule performance.
• Ability to manage high-pressure project environments and resolve complex delivery challenges.
• Excellent communication, negotiation, and stakeholder management skills.

What Desired Skills You'll Bring:

• Professional qualification such as Chartered Engineer (CEng), Professional Engineer (PE), PMP, or equivalent.
• Extensive experience delivering international airport and airfield development projects.
• Knowledge of ICAO, FAA, and international aviation infrastructure standards.
• Experience working under FIDIC, EPC, design-build, or similar international contract frameworks.
• Experience managing mega projects with significant stakeholder complexity.
• Strong experience in airport operational readiness, testing, commissioning, and handover.
• Experience leading integrated project delivery teams across multiple work packages.
• Knowledge of BIM, digital engineering, and modern project delivery technologies.
