Job Description:

Parsons is seeking a highly experienced and accomplished Project Director (PMC) to lead the delivery of large-scale Research Development facilities. In this role, you will oversee multidisciplinary teams, specialist consultants, contractors, operators, and key stakeholders to ensure projects are delivered safely, efficiently, and in line with quality, schedule, and budget objectives. The ideal candidate will bring extensive experience managing major R&D, innovation, or technology-focused developments, with a proven track record of delivering world-class facilities in complex environments.

What You’ll Be Doing

• Lead the overall delivery of major Research Development facilities developments from initiation through handover.
• Provide executive leadership across all technical, commercial, contractual, operational, and project control functions.
• Act as the primary point of contact with the Client, stakeholders, operators, authorities, and project partners.
• Manage and oversee the delivery and integration of specialized R&D infrastructure, including research laboratories, cleanrooms, critical utilities, building services, and digital systems, ensuring alignment with project objectives and operational requirements.
• Oversee procurement strategies, contractor engagement, and package delivery to achieve project milestones.
• Lead project planning, scheduling, cost management, risk management, and change control processes.
• Manage testing, commissioning, operational readiness and handover activities.
• Direct stakeholder coordination to ensure compliance with applicable regulations, codes, and approval requirements.
• Establish and maintain project governance, reporting, quality assurance, and HSE processes.
• Mobilize and lead project teams to deliver high-quality services and project outcomes.

What Required Skills You’ll Bring

• Bachelor’s Degree in Engineering, Construction Management, Architecture, Project Management, or related discipline. Master’s Degree preferred.
• PMP, RICS, CEng, PE, or equivalent professional accreditation preferred.
• Minimum 20 years' experience in planning, design, management, and delivery of major capital projects.
• Demonstrated experience delivering major research, laboratory, pharmaceutical, biotechnology, high-tech, or similar advanced facilities.
• Proven ability to manage multidisciplinary teams, consultants, contractors, suppliers, and specialist venue operators.
• Strong understanding of design and construction of R&D facilities, laboratories, and specialized technical infrastructure.
• Strong commercial, contractual, procurement, and claims management expertise.
• Extensive experience in project controls, including schedule, cost, risk, quality, and reporting.
