Job Description:

Parsons is looking for a talented Project Director to join our team! In this role you will lead the delivery of a major large-scale development program in Qatar, providing executive leadership and oversight of Project Management and Construction Management (PMCM) services across the full project lifecycle.

As Project Director, you will lead a multidisciplinary team and act as the primary interface with senior client stakeholders to ensure the program is delivered in line with contractual requirements, governance frameworks, and industry best practices.

Job Responsibilities:

• Provide executive leadership and strategic direction for the delivery of a major development program.
• Lead and oversee Project Management and Construction Management (PMCM) services across design, procurement, construction, commissioning, and project close-out phases.
• Act as the primary interface with the client, senior stakeholders, and project partners, ensuring strong collaboration and alignment across the program.
• Establish program governance structures, reporting frameworks, and delivery strategies to ensure effective program execution.
• Lead multidisciplinary teams across design management, construction management, project controls, commercial management, HSSE, and quality.
• Develop and oversee the Project Execution Plan and associated management frameworks for program delivery.
• Monitor program performance against schedule, cost, and quality targets, ensuring timely decision-making and issue resolution.
• Chair executive progress reviews, risk management sessions, and strategic program workshops.
• Oversee procurement strategies, contractor performance, and contract administration activities.
• Manage stakeholder and authority coordination to support project approvals and regulatory compliance.
• Lead the resolution of complex technical, commercial, contractual, and schedule-related issues.
• Ensure high standards of safety, quality, and operational excellence across all program activities.
• Mobilize and lead a high-performing program team and foster a collaborative project environment.

What Required Skills/Qualifications You'll Bring:

• Bachelor’s Degree in Civil Engineering, Architecture, Construction Management, or related field from an accredited university.
• Master’s Degree in Project Management, MBA, or related discipline preferred.
• Minimum 20–25 years of total professional experience, including: at least 10 years in a senior project leadership role overseeing PMCM/PMC teams on major developments. Minimum 5 years of experience delivering projects in the GCC region, ideally in Qatar
• Demonstrated experience delivering large-scale, multidisciplinary, high-visibility projects.
• Experience of delivering brownfield redevelopment or legacy asset adaptation projects is highly desirable.
• Experience of race tracks, motorsports, hospitality, retails, high-end F&B. leisure and entertainment zone developments
• Proven experience serving in client-representative roles across the full project lifecycle, including design, procurement, construction, commissioning, and handover.
• Experience managing high-value contracts with cumulative program value exceeding QAR 2 billion.
• Strong knowledge of program strategy, phasing, and risk-based delivery planning.
• Proven capability to lead multidisciplinary PMCM teams across technical, commercial, construction, HSE, and project controls functions.
• Strong experience in client reporting, governance frameworks, and escalation management.
• Excellent stakeholder engagement skills across government authorities, consultants, and contractors.
• Strong communication skills with the ability to deliver executive-level presentations and reporting.

What Desired Skills/Qualfications You'll Bring:

• Professional certifications such as PMP®, PMI-PgMP®, PRINCE2®, or equivalent.
• Membership in professional organizations such as RICS, CIOB, AIA, or equivalent.
• Strong competency in contract/commercial management or leadership programs.
• Proven experience establishing and leading PMO structures and governance systems for major programs.
• Ability to lead diverse, multicultural teams and manage complex stakeholder environments on major international programs.
