Job Description:

Parsons is looking for an amazingly talented Project Controls Manager to join our team for a rail infrastructure project!

What You'll Be Doing:

  • Provide leadership for planning and scheduling, progress measurement, risk management, change management and reporting for the entire project, with specific focus on freight rail systems, interfaces, and construction sequencing.

  • Provide guidance, direction, and specialized assistance to planning & risk staff, interface with clients, and attend regular meetings, including coordination with freight rail operators and stakeholders.

  • Develop, implement, and maintain project controls processes, procedures, systems, and tools and monitor compliance, aligned with freight rail standards, operational constraints, and safety requirements.

  • Arrange project controls workshops/meetings to discuss and assist contractors/consultants to close their project control issues, particularly those related to rail possessions, blockades, and logistics constraints.

  • Develop a Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others, including track works, signaling, yards, depots, and interface with live freight operations.

  • Review and convey PMC’s and Engineer’s consent to the Contractors’ Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices, with emphasis on freight rail construction methodologies.

  • Validation of compatibility of project resources for timely completion of the project, considering freight rail access windows, rolling stock movements, and operational interfaces.

  • Strong foreseeability to identify the potential risks/conflicts, and document them in the Project Risk Register, including risks related to freight operations, possessions, and third-party interfaces.

  • Evaluate & verify the planning and scheduling information from the updated / progress schedules. Identify the potential areas of delay/slippage, highlight the critical events & suggest mitigation measures / corrective actions / robust recovery plans, considering rail-specific constraints.

  • Exercise “What if” analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action & advice before issuing instructions to contractors, especially for freight rail operational impacts.

  • Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones, including freight rail milestones and access approvals.

  • Detailed assessment of the claims including Extension of Time, Disruption, etc. using leading delay analysis methodologies including time impact analysis & window analysis with the strong skill to demonstrate the contractor’s concurrent delay, with proven experience on rail and freight rail claims.

  • Discuss, coordinate, and resolve the planning and scheduling problems with the PMC, the Contractor and the Employer, including rail operators and relevant authorities.

  • Coordination with the Client to finalize the contractor’s programs, reports, and claims, in alignment with freight rail operational requirements.

  • Attending various meetings including kick-off, technical, service coordination, progress review, etc., providing valuable inputs, and preparing concise & precise minutes of meetings, including freight rail interface and possession planning meetings.

  • Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project, including rail access, blockades, and operational constraints.

  • Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes, tailored to freight rail activities and deliverables.

  • Ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions, with strong understanding of freight rail works.

  • Proper record keeping of project contemporary records.

  • Issue delay notices for the contractor’s culpable delay and/or slow performance letters recording areas where the contractor’s performance is behind schedule, including freight rail–specific impacts.

  • Be able to manage a team of one or more planning engineers, providing them with technical and leadership skills.

What Required Skills You'll Bring:

  • Bachelor's degree in Civil Engineering or Construction Management from a recognized institution.

  • Minimum 15+ years of experience in Project Controls for Infrastructure and Rail Projects, including significant experience on freight rail projects.

  • Proficiency in scheduling software, particularly Primavera P6, with proven application on complex rail/freight rail programs.
