Job Description:

Parsons is seeking an experienced Program Security Manager to support a major program and construction management team delivering a large, complex defense-related industrial infrastructure project.

The Program Security Manager will coordinate the physical, personnel, information, and site-access security activities required to protect program personnel, facilities, technical information, equipment, and other assets. The selected candidate will work with program leadership, Client and installation-security representatives, Information Technology, cybersecurity, Human Resources, Document Control, contractors, consultants, and vendors to implement consistent and effective security controls.

This position is based near Little Rock, Arkansas and is part of a 4–5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.

Periodic travel and coordination with program leadership, Client representatives, installation personnel, contractors, consultants, government stakeholders, and on-site personnel may be required.

What You'll Be Doing:

  • Develop, implement, and maintain the Program Security Plan, procedures, registers, forms, reporting requirements, and escalation protocols.
  • Advise program leadership regarding physical security, personnel access, information protection, security risks, incidents, and required corrective actions.
  • Coordinate program-security requirements with the Client, installation-security personnel, contractors, consultants, vendors, and internal corporate organizations.
  • Administer personnel and site-access processes, including required documentation, credentials, badges, keys, system access, periodic reviews, and access termination.
  • Manage visitor requests, approvals, identity verification, access instructions, escort requirements, visit records, and restricted-area controls.
  • Support physical-security assessments and coordinate protective measures for program offices, construction sites, temporary facilities, storage areas, equipment, and other assets.
  • Develop and deliver initial and recurring security briefings addressing access control, visitor management, information handling, prohibited activities, and incident reporting.
  • Coordinate with Document Control, Information Technology, and cybersecurity personnel to protect controlled, proprietary, procurement-sensitive, export-controlled, and security-sensitive information.
  • Establish or support requirements for information marking, access, storage, transmission, reproduction, distribution, retention, and authorized destruction.
  • Review procurement and subcontract packages for applicable security, information-protection, cybersecurity, access, and flow-down requirements.
  • Coordinate contractor and vendor security onboarding, access approvals, briefings, compliance documentation, and corrective actions.
  • Support security planning for deliveries, equipment movement, photography, recording, meetings, inspections, testing, commissioning, and high-visibility visits.
  • Identify physical, personnel, information, technology, and operational security risks and coordinate mitigation and contingency actions.
  • Administer security-incident reporting and support investigations involving unauthorized access, lost credentials, suspicious activity, theft, or potential information compromise.
  • Conduct security inspections and compliance reviews, document findings, assign corrective actions, and verify closure.
  • Maintain complete, accurate, confidential, traceable, and auditable security records in approved systems and repositories.
  • Prepare security reports, performance indicators, incident summaries, risk information, and management briefings.
  • Support emergency preparedness, continuity planning, drills, and coordination with the Client, installation personnel, and emergency-response organizations.
  • Work remotely during the first year, with the expectation of residing within commuting distance of Little Rock, Arkansas, or relocating to the area thereafter.
  • Support periodic travel and coordination with program leadership, Client representatives, installation personnel, contractors, consultants, government stakeholders, and on-site personnel.

What Required Skills You'll Bring:

  • Bachelor’s degree and at least 10 years of relevant experience in security management, industrial security, physical security, personnel security, information protection, or a related field.
  • An equivalent combination of security training and relevant military, law-enforcement, government, or program-security experience may be considered.
  • Experience administering security activities for a large defense, Federal, industrial, manufacturing, infrastructure, construction, or other controlled program.
  • Experience with personnel access, visitor control, security briefings, information protection, compliance reviews, and incident response.
  • Strong knowledge of physical security, personnel security, information protection, access control, visitor management, and incident reporting.
  • Ability to interpret security requirements and translate them into practical program procedures and controls.
  • Understanding of controlled, proprietary, procurement-sensitive, export-controlled, and security-sensitive information.
  • Ability to conduct security assessments, compliance reviews, incident investigations, and corrective-action follow-up.
  • Strong analytical, investigative, organizational, problem-solving, and decision-making skills.
  • Excellent written and verbal communication, briefing, training, and stakeholder-management skills.
  • Proficiency with Microsoft Office and familiarity with access-control, visitor-management, PMIS, incident-management, and secure document systems.
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive personnel, investigation, or security information.
  • Ability to work independently and coordinate effectively within a multidisciplinary and matrixed organization.
  • Demonstrated integrity, discretion, reliability, accountability, and commitment to protecting program assets.
  • Required Client, installation, or government access eligibility must be obtained and maintained.
