Job Description:
Parsons is looking for an amazingly talented Principal Quantity Surveyor to join our team! In this role you will lead and oversee all quantity surveying activities related to Architecture/Civil/Structural/MEP construction projects, with a well-rounded background in the construction of buildings—including residential, educational, medical, and industrial facilities—as well as infrastructure works such as roads, bridges, and underground utility supply systems ensuring accurate cost estimation, contract compliance, and financial control. Responsible for managing quantity take-offs, cost analysis, and payment certifications to support project delivery within budget and schedule.
Organizational Relationship:
Reports directly to the Section Manager and Supervisor of the Construction Projects Support Section, and collaborates closely with senior resident construction managers, senior resident construction engineers, contract administrators, and senior leadership. Serves as a key interface between the Royal Commission and contractors, ensuring clear alignment on project scope, cost parameters, and execution strategy.
What You'll Be Doing:
Conduct detailed material quantity take-offs from design and shop drawings for all disciplines.
Maintain and periodically update the schedule of quantities and unit prices to ensure budget adequacy and cost control.
Prepare comprehensive cost estimates and quantity assessments for proposed variations and additional works.
Lead negotiations with contractors regarding change orders, scope adjustments, and contract amendments.
Review and validate contractor’s monthly progress invoices and final accounts to ensure accuracy and compliance.
Perform site inspections to verify completed work against contract specifications and drawings.
Assume Resident Construction Engineer duties when required, ensuring technical compliance and quality assurance.
Provide expert advice on cost engineering, procurement strategies, and value engineering opportunities.
Mentor junior quantity surveyors and contribute to continuous improvement of cost management practices.
Coordinate with project controls and planning teams to ensure alignment between cost and schedule performance.
Ensure compliance with relevant local regulations, codes, and international standards.
Perform other related duties as assigned by management.
What Required Skills You'll Bring:
A Bachelor’s degree in Quantity Surveying is required, and a foundational qualification in Civil, Mechanical, Electrical, and Plumbing (MEP) Engineering, or a closely related engineering discipline would be considered desirable.
Minimum of 10 years of progressive experience in Quantity Surveying, with a strong focus on buildings and infrastructure construction projects.
Proven track record in managing medium and large-scale infrastructure or building projects.
Proficiency in industry-standard software such as MS Office (Word, Excel, PowerPoint), and AutoCAD.
Strong analytical, negotiation, and communication skills.
Fluent in spoken and written English; ability to produce clear technical documentation and reports.
Membership in a recognized professional body (e.g., RICS, AIQS) is preferred.
Experience working in a multidisciplinary team environment and interfacing with engineering, procurement, and construction teams.
Knowledge of FIDIC or other standard forms of contract is a must.
