Job Description:
Parsons are seeking a highly capable PMIS Implementation Manager for Unifier implementation and roll out to join our team. In this position, you will apply your functional and technical expertise in the implementation of project management information systems namely Unifier on this project and other corporate PMIS solutions across major client programs and contribute to the program as an integral manager of implementation delivery for Parsons in EMEA.
What you'll be doing:
Lead end-to-end implementation, configuration, and administration of Oracle Unifier and related PMIS solutions (Oracle Cloud Integrator, Autonomous Data Warehouse, Power BI).
Act as PMIS evangelist—conduct workshops, presentations, and ensure adoption by client and program leadership.
Drive requirement gathering workshops, prepare requirement documents, and align designs with PMPs.
Architect and build Unifier modules (Commercials, Risk, Quality, HSE, Document Control) and develop transactional reports using SQL.
Manage PMIS integration scenarios with ERP, P6 EPPM, and third-party systems; oversee API-based solutions.
Support/reporting specialist in delivering dashboards and data models in Power BI for program reporting.
Conduct UAT workshops, prepare test scripts, and secure approvals/sign-offs from SMEs and client counterparts.
Lead roll out and adoption phase—develop user guides, deliver training, configure workflows, and set up ticketing systems.
Provide ongoing administration and support, manage demand changes, and coordinate with Oracle for system-related issues.
Prepare and maintain documentation (requirements, designs, UAT scripts, user guides) and ensure stakeholder reviews.
Establish demand management and change control for new requirements; maintain baselines and issue progress reports.
Own implementation schedules, enforce Parsons’ PMIS methodology, and manage stakeholder relationships.
Post-implementation, act as PMIS Functional Lead on new projects, adapt to new PMIS platforms (PMWeb, ACC), and stay flexible to emerging technologies.
What Required Skills You'll Bring:
This is a functional role where you bring your skillsets and experiences to stand up a unifier implementation independently:
Bachelor’s degree in computer science, Computer Application, IT or from relevant engineering field from an accredited University/ Institute.
Minimum 8-10 years of relevant work experience independently implementing Unifier projects; handling stakeholders through requirement gathering, design, adoption and roll out phase for PMIS.
You must possess strong client facing abilities to independently handle development of processes and reports in unifier.
You must possess good Project management skills; project reporting skills to ensure delivery of PMIS is on time on this project.
You must possess strong work ethics to see Unifier implementation through to standup and launch unifier on the program independently; mere Unifier administration experience post implementation OR Designing unifier as an offshore resource for an IT consulting firm where requirements are gathered by other Onshore resources is not suitable for this role.
You must have experience implementing Unifier for a PMO and PMC type situation independently and preferably demonstrate proficiency in Query-Based Report writing in Unifier using SQL.
Professional level written and verbal communication skills in English.
Must demonstrate experience in client-facing roles handling clients and delivering projects; offshore experience does not count.
Knowledge of project management and construction management environments is must. Must possess 5+ years of experience of program experience which could be client side / IT consultancy side/ program consultancy side of programs.
What Desired Skills You'll Bring:
Ability or experience using Microsoft Business Analytics tools (Power BI) and Microsoft query building languages such as the ability to write DAX Queries is a bonus for this role above your unifier implementation experience.
At the least you must demonstrate management experience in handling PMIS Technical specialists to address integration scenarios; experience using functional testing tools like POSTMAN and SOAP UI to test REST APIs to build integration programs using programs such as Java, .NET is a huge bonus over your functional implementation expertise.
Excellent Organizational, and interpersonal skills.
Ability to clearly communicate to the management through reports.
Demonstrated ability to interact effectively with project personnels and client management staff.
Possesses the ability to adapt to new technology requirements and become self-proficient in new technology implementation requests.
Ability to perform independent research to go through learning tracks and course material to solve functional challenges for a PMIS product.
Arabic speaker is an advantage but not over the above-mentioned skills.
