Job Description:
Parsons is looking for an amazingly talented PM/CM Quality Director to join our team! In this role you will get to lead the development, implementation, and oversight of all Quality Management activities for the program—ensuring compliance, driving continuous improvement, and providing strategic leadership to deliver high‑quality outcomes for the client.
What You'll Be Doing:
Leading all Quality discipline activities, including establishing, implementing, and maintaining program Quality Systems aligned with the Parsons QMS.
Developing quality procedures, reviewing technical deliverables, and ensuring compliance with ISO 9001, ASME, ANSI, ASTM, and client quality requirements.
Planning, conducting, and reporting internal and independent audits; analyzing results and driving corrective and preventive actions (CAPA).
Managing nonconformance processes, trend analysis, and quality performance reporting across the program.
Reviewing and approving quality manuals, test plans, procurement documents, subcontracts, and supplier quality documentation.
Conducting qualification audits for suppliers and supporting procurement quality activities.
Interfacing with senior and executive leaders to drive quality process improvements, re-engineering initiatives, and compliance readiness.
Supporting client pre-bid, bid, and contract preparation to ensure quality requirements are fully integrated.
Providing technical guidance and mentoring to quality staff; facilitating quality resource planning and assignments.
Performing leadership duties including interviewing, hiring, performance evaluations, and salary planning for the quality organization.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Construction, Project Management, Business, Quality, or related field (or equivalent work experience).
15+ years of experience in Quality or related field.
7+ years of experience in a management or supervisory role.
Proven experience implementing and managing Quality Management Systems aligned with ISO 9000/9001, ASME, ANSI, ASTM, and similar standards.
Expert-level understanding of Quality Management practices, processes, and current quality technologies.
Strong communication, presentation, and interpersonal skills, with ability to interface confidently at senior/executive levels.
Ability to analyze business situations (e.g., ROI, cost per unit) and make data-driven decisions.
Strong written, verbal, analytical, problem-solving, and risk assessment capabilities.
Ability to make public presentations and communicate complex topics effectively.
Proficiency in Microsoft Office (Word, Excel, PowerPoint).
High attention to detail and strong organizational skills.
Ability to manage and direct teams performing daily quality activities and special projects to ensure timely completion.
Working knowledge of multiple industry sectors such as transportation, infrastructure, government, aviation, or process industries.
What Desired Skills You'll Bring:
Master’s degree in Engineering, Quality, Business, Construction, or a related field.
ISO‑9001 Lead Auditor certification or ability to obtain within 6 months.
ASQ Certified Quality Engineer (CQE), CMQ/OE, CQA, or similar certification(s); ability to obtain within 6 months if not held.
Professional Engineer (PE) or Architect registration (or ability to obtain within 6 months).
Membership in a nationally recognized quality organization (ASQ or equivalent).
Additional relevant certifications
Experience supporting or leading quality in large infrastructure or transit programs, especially multi-billion-dollar or mega-program environments.
Experience reviewing technical deliverables, test plans, purchase orders, and subcontract documents for quality compliance.
Experience with supplier audits, qualification processes, and supply-chain quality assurance.
Ability to coach, mentor, and develop quality professionals at varying levels of experience.
