Job Description:

Parsons is looking for an amazingly talented Material Engineer to join our team!

The Material Engineer will be responsible for managing and providing technical oversight of all construction materials engineering, testing, approval, inspection, and compliance activities across the project. The role will ensure that materials proposed and used by contractors comply with approved project specifications, applicable standards, design requirements, and client requirements.

The position will coordinate closely with Engineering, Quality, Construction, Procurement, Testing Laboratories, Consultants, Contractors, and Suppliers to ensure the timely approval, inspection, testing, storage, handling, and traceability of construction materials throughout the project lifecycle.
 

What You'll Be Doing:

  • Review and evaluate Material Submittals, Material Approval Requests (MARs), and Technical Submittals submitted by contractors and suppliers.
  • Verify that proposed materials comply with approved project specifications, drawings, standards, and contractual requirements.
  • Review material technical data sheets, manufacturer documentation, certificates of conformity, test certificates, and compliance statements.
  • Establish and maintain a Material Approval and Tracking Register.
  • Coordinate material approval processes with Engineering, Quality, Construction, Procurement, and Consultants.
  • Review and verify material sources, manufacturers, suppliers, and approved vendor documentation.
  • Evaluate proposed alternative or substitute materials and provide technical recommendations.
  • Review material samples and coordinate required laboratory testing and verification.
  • Establish material testing requirements in accordance with project specifications and applicable standards.
  • Coordinate with approved testing laboratories for sampling, testing, inspection, and certification of construction materials.
  • Review laboratory test results and confirm compliance with specified acceptance criteria.
  • Monitor material testing schedules and ensure testing is completed prior to incorporation into the works.
  • Support the development and review of Material Inspection and Test Plans (ITPs).
  • Participate in material inspections at manufacturing facilities, supplier premises, site warehouses, and construction locations.
  • Conduct or support Factory Acceptance Tests (FATs) and source inspections where applicable.
  • Verify material certificates, batch numbers, heat numbers, lot numbers, and other traceability requirements.
  • Ensure proper material identification and traceability from source through delivery and installation.
  • Monitor the storage, handling, preservation, and protection of materials at site.
  • Identify non-compliant, damaged, expired, or improperly stored materials and coordinate appropriate corrective actions.
  • Support the Quality team in raising and closing Non-Conformance Reports (NCRs) related to material deficiencies.
  • Investigate material-related quality issues and support Root Cause Analysis (RCA) where required.
  • Review contractor material procurement schedules and identify potential risks to project delivery.
  • Coordinate with Procurement and Construction teams to ensure materials are available in accordance with project requirements and construction schedules.
  • Monitor long-lead and critical materials and provide early warnings regarding potential supply or approval delays.
  • Support the preparation and review of Material Testing Plans, Material Management Plans, and Quality Plans.
  • Review technical requirements for materials used in roads, pavements, concrete, structural works, utilities, buildings, airfield infrastructure, and other civil works, as applicable.
  • Review material requirements for aggregates, concrete, asphalt, soils, cement, reinforcement steel, structural steel, pipes, geotextiles, waterproofing systems, and other construction materials.
  • Review asphalt and pavement material testing requirements, including mix designs and performance testing where applicable.
  • Review concrete mix designs, trial mixes, cube/core test results, and related quality documentation.
  • Review soil and earthwork material testing, compaction results, CBR, classification, and other applicable tests.
  • Review geotechnical and pavement-related material test results and provide technical recommendations.
  • Ensure compliance with applicable ASTM, AASHTO, BS, EN, ISO, or project-specific standards, as applicable.
  • Participate in technical meetings with contractors, consultants, suppliers, and testing laboratories.
  • Provide technical advice to Construction and Quality teams regarding material compliance and suitability.
  • Review material-related RFIs, technical queries, deviations, and proposed corrective actions.
  • Support material-related audits and provide objective evidence of compliance and traceability.
  • Prepare periodic material status reports covering approvals, testing, inspections, non-conformances, pending actions, and critical material risks.
  • Maintain accurate material documentation and records for project handover.
  • Support preparation of Material Approval Records, test certificates, inspection records, and final material dossiers.
  • Contribute to lessons learned and continuous improvement initiatives related to material quality and performance.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Materials Engineering, Construction Engineering, or a related discipline.
  • 8+ years of relevant experience in construction materials engineering, materials testing, quality control, or project quality management.
  • Proven experience in major airport, infrastructure, civil, roads, utilities, or large-scale construction projects.
  • Strong knowledge of construction materials, testing methodologies, specifications, and material approval processes.
  • Experience working with contractors, consultants, suppliers, and accredited testing laboratories.
  • Good understanding of material quality requirements and construction specifications.
  • Professional Engineering certification is preferred.
  • ACI, NICET, ASQ, or equivalent materials/testing certification is an advantage.
  • Relevant laboratory or materials testing certifications are preferred.
  • ISO 9001 / Quality Management certification is an advantage.
  • Relevant pavement, concrete, asphalt, or geotechnical materials certifications are advantageous.
