Job Description:
Parsons is looking for an amazingly talented Lead Portfolio Manager. This is a senior position/level that requires managing and leveraging the lifecycle of initiatives, programs, projects, and outcomes to optimally achieve the Clients goals and objectives. The successful candidate will provide direction and portfolio / project management for medium and large-size projects and is responsible for planning, programing, coordination, scope management and overall implementation of the dedicated portfolio area to meet the overall client goals and objectives. Plans and defines the overall Portfolio and develops in-depth knowledge of client objectives, contract terms, and stakeholder requirements.
Supervision Received: Manager of Projects Management Department & Manager of Projects Planning Section Internal Contacts: All staff identified as team members on the projects assigned; other disciplines and departments External Contacts: Clients, suppliers, subcontractors, Government Agencies, as necessary
What You'll Be Doing:
Act as Portfolio Manager for overall coordination and management of one of three Portfolio Areas (Industrial / Residential & Buildings / Civil & Infrastructure).
Interface with Master Planning, Engineering, Procurement, Finance, Network Operators, and all other stakeholders, to define the technical design basis, schedule, development Implementation plan, lead efforts, of RFP development, tender bidding, and award, and manage the overall Pre-Award RFP development process and Stakeholders Management, up to and including Award of projects.
Participate in negotiations with regulatory agencies and public meetings in support of client
Ensure project reviews and project stage gate meetings are being undertaken
Analyze key performance indicators to produce reports on portfolio and projects
Escalate issues that threaten the portfolio and project success
Highlight priority projects which are required to support the Clients’ overall vision and goals
Reporting on performance of their Portfolio to the Section Manager and Client Directors
Responsible for ensuring scope, budgets and schedules are on track for their overall portfolio
Provide help and guidance to the Project Managers
Work with Projects Planning to determine annual and 5-year work plans
Highlight any shortcomings or concerns with existing & planned projects
Identify ways to improve the Portfolio and provide close coordination with the Project Delivery Teams
Responsible for the review & distribution of Project Charters within Portfolio area
Assign responsibility for executing projects to key subordinates after careful assessment of how to utilize their qualifications and strengths.
Provide input into performance reviews and development plans for subordinates.
Field responsibilities may include labor relations, local procurement, and payroll operations, etc., if required
Discusses the qualifications required for any key project positions in specific detail with the department managers, directors, and section managers
Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the Portfolio Area. Ensures that the Portfolio meets or exceeds goals established in these plans
Work with the key project individuals to devise and execute action plans to rectify potential conflicts, coordination issues, delays, or to accommodate significant changes to the scope of work. Advise the client of any such changes
Promote technical and commercial excellence through application of Quality Assurance processes.
Monitor and report to management on the progress of the Portfolio, including significant milestones, and any conditions, which would affect project cost or schedule.
Establish Weekly meetings to review project status and formulate action items.
Reporting of projects progress status.
Perform other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
A Bachelor's degree or equivalent in Engineering or a related subject.
A minimum of 15 years of experience working within the field of Portfolio Management / Project Management with at least 5 years managing major capital projects. Experience will cover engineering, budgeting, planning, procurement, contracting and scheduling activities.
Experience of technical integration as well as procurement and construction activities.
Ability to perform the major activities in the job description while demonstrating evidence of the following:
Past performance and growth within technical, fiscal, and management responsibilities within the Project
Management & engineering field.
Superior initiative, judgement, and ability required to assume the total Leadership of a complete Largescale program.
Recent experience at a Level commensurate with this classification.
Personal characteristics which will enhance the client relationship While remaining an ambassador for the company.
What Desired Skills You'll Bring:
Professional Registration (PE or PMP) is a significant advantage.
Proven ability to perform within a management capacity
In-depth and strong knowledge of industry practices and regulations are required
Candidate must be knowledgeable of current technology and how it can be effectively utilized on the project
Excellent spoken and written English language skills with the ability to communicate effectively.
Incumbent must meet Parsons' Project Management certification requirements, when required.
