Job Description:

Position Summary

The HSWW Manager – Power Utilities Infrastructure is responsible for developing, implementing, and overseeing comprehensive Health, Safety, Wellness, and Wellbeing programs across power utilities infrastructure projects, including transmission and distribution lines, substations, underground utilities, and associated civil works.

This role ensures that all construction and operations activities are conducted in compliance with company policies, legal and regulatory requirements, client standards, and industry best practices. The HSWW Manager partners closely with construction, operations, and project management teams to build a strong safety culture, reduce risk, and support the physical and mental wellbeing of all personnel on site.

Key Responsibilities

HSWW Strategy & Program Management

  • Develop and implement HSWW strategies, policies, and procedures tailored to power utilities infrastructure projects.
  • Align HSWW programs with corporate objectives, client requirements, and key performance indicators .
  • Integrate traditional safety programs with wellness and mental health initiatives (fatigue management, stress, ergonomics, work–life balance).
  • Conduct gap analyses and maturity assessments of existing HSWW programs and lead continuous improvement initiatives.

Compliance, Standards & Risk Management

  • Ensure compliance with applicable regulations (e.g., OSHA, local health and safety legislation, environmental requirements) and utility standards.
  • Maintain and update HSWW management systems, including ISO-based or corporate HSMS frameworks.
  • Identify, assess, and control HSWW risks related to:
    • Live electrical environments (transmission, distribution, substations)
    • Working at heights, confined spaces, excavation, lifting operations
    • Traffic management, line clearances, and energized work zones
  • Lead development and maintenance of risk registers, risk assessments, and job hazard analyses and safe work method statements.
  • Support incident command and emergency response planning for field operations.

Site HSWW Oversight & Field Support

  • Provide visible leadership and regular presence at project sites; conduct safety and wellbeing walks, inspections, and audits.
  • Oversee implementation of site-specific HSWW plans, permits to work, and critical control verifications for high-risk activities.
  • Verify use, inspection, and adequacy of PPE, tools, and equipment for high-voltage and civil works.
  • Coordinate with construction management to ensure HSWW requirements are integrated into method statements, lift plans, and outage/energization plans.
  • Support contractor and subcontractor HSWW management, including onboarding, pre-qualification, and ongoing performance reviews.

Incident Management & Investigations

  • Lead or support investigations of incidents, near-misses, and unsafe conditions using structured root-cause methodologies.
  • Ensure timely reporting, documentation, and escalation in accordance with company and client requirements.
  • Develop corrective and preventive actions; track implementation and verify effectiveness.
  • Analyze incident and leading-indicator data to identify trends and drive targeted interventions.

Training, Coaching & Culture

  • Develop and deliver HSWW training for employees, supervisors, and subcontractors (orientation, task-specific training, refreshers).
  • Promote a strong culture of safety and wellbeing, including:
    • Stop-work authority
    • Peer-to-peer observation and feedback
    • Psychological safety and open reporting
  • Coach supervisors and construction leaders in safety leadership, engagement, and behavioral safety practices.
  • Support wellness programs such as mental health support, fatigue management, ergonomics, hydration and heat stress programs, and workplace wellbeing campaigns.

Stakeholder Engagement & Reporting

  • Serve as primary HSWW contact for project teams, clients, utility owners, and regulatory agencies.
  • Participate in internal and external HSWW meetings, coordination calls, and audits.
  • Prepare HSWW performance reports, dashboards, and presentations for senior management and clients.
  • Collaborate with HR, Occupational Health, and Employee Assistance Program providers to integrate wellbeing support into project activities.

Required Qualifications

  • Bachelor’s degree in occupational health & safety, Environmental Science, Engineering, or related field; equivalent combination of education and experience may be considered.
  • Minimum 10 years of HSWW/HSE experience, with at least years in power utilities infrastructure, including:
    • Transmission and distribution construction (overhead and/or underground)
    • Substation construction or maintenance
    • Civil works related to utilities (duct banks, manholes, foundations, access roads)
  • Demonstrated experience implementing HSWW programs on complex, multi-contractor infrastructure projects.
  • Strong knowledge of applicable safety regulations and standards for electrical utilities and construction.

Preferred Qualifications

  • Recognized safety qualification/certification (e.g., CSP, CRSP, NEBOSH, CHST, or equivalent).
  • Utility sector or EPC project experience with major utilities or transmission operators.
  • Experience with ISO (Occupational Health & Safety) and ISO (Environmental) management systems.
  • Training or credentials related to wellness/mental health (e.g., Mental Health First Aid, wellbeing program design) is an asset.
  • Experience in behavioral-based safety and safety culture transformation programs.

Knowledge, Skills & Abilities

  • In-depth understanding of:
    • High-voltage hazards and control measures
    • Working at heights, fall protection, and tower/structure access
    • Excavation, trenching, and underground utility safety
    • Lifting operations and crane safety
  • Strong analytical and problem-solving skills; ability to interpret data and prioritize interventions.
  • Excellent communication, facilitation, and presentation skills across all levels of the organization.
  • Proven ability to influence and coach field leaders and contractors in a high-pressure project environment.
  • Proficiency with HSWW reporting systems, incident management tools, and MS Office suite.
