Job Description:

Parsons is looking for an amazingly talented HSSE Lead to join our team! In this role you will get to oversee all health, safety, security, and environmental aspects of the Airport Development Project. This role requires a strong background in HSSE management, particularly within large-scale construction projects.

The HSSE Lead will develop and implement strategies to ensure a safe working environment, compliance with all relevant regulations, and minimal environmental impact throughout the project lifecycle.

What You'll Be Doing;

  • Develop, implement, and maintain comprehensive HSSE strategies and plans for the project, ensuring alignment with industry standards, regulations, and company policies.

  • Establish clear objectives for HSSE performance across the project and develop plans to achieve and exceed these objectives.

  • Lead risk assessments and ensure that all identified risks are mitigated effectively through established safety protocols.

  • Oversee the health, safety, and security operations across the site, ensuring a zero-harm approach.

  • Develop and enforce safety procedures, guidelines, and protocols for all work activities.

  • Ensure that emergency response plans, security measures, and site access controls are in place and properly implemented.

  • Ensure that all site operations comply with environmental regulations, including waste management, pollution control, and sustainable resource use.

  • Lead environmental risk assessments and implement mitigation strategies to minimize the environmental impact of the project.

  • Promote sustainable practices and ensure that the environmental impact is continuously monitored and minimized throughout the project lifecycle.

  • Ensure compliance with local, national, and international safety and environmental regulations, as well as company policies and industry best practices.

  • Maintain up-to-date knowledge of relevant safety, health, security, and environmental laws and regulations.

  • Conduct audits and inspections to ensure that safety and environmental protocols are being followed, and manage non-compliance issues appropriately.

  • Lead incident investigations and root-cause analyses for all health, safety, security, and environmental incidents, ensuring that corrective actions are implemented.

  • Develop and maintain incident reporting and tracking systems to ensure that all incidents, near misses, and unsafe acts are reported, documented, and analyzed.

  • Provide regular reports to senior management on HSSE performance, including key metrics, trends, and areas of improvement.

  • Develop and deliver HSSE training programs to ensure that all personnel on-site are aware of and adhere to safety and environmental regulations.

  • Foster a strong safety culture by encouraging participation in HSSE activities and ensuring continuous improvement in safety awareness and behavior.

  • Ensure that all workers are trained in emergency response procedures, hazard identification, and safe work practices.

  • Conduct regular site inspections, audits, and safety walkthroughs to identify potential hazards and unsafe work practices.

  • Continuously monitor safety performance through audits, inspections, and safety meetings to ensure compliance with HSSE plans and regulations.

  • Implement corrective actions based on audit findings to improve the HSSE performance of the project.

  • Lead and manage the HSSE team, providing guidance, mentorship, and support to ensure high standards of safety, health, and environmental practices.

  • Act as the primary point of contact for all HSSE-related concerns and provide leadership in resolving issues related to safety, health, and environmental performance.

  • Collaborate with other project teams (e.g., construction, engineering, procurement) to ensure integrated HSSE management throughout the project lifecycle.

  • Identify opportunities for continuous improvement in HSSE practices and procedures, incorporating lessons learned from past incidents and best practices.

  • Review and update HSSE procedures regularly to ensure they remain relevant and effective.

  • Promote a culture of safety and environmental responsibility across the project, ensuring that HSSE remains a key priority for all stakeholders.

What Required Skills You'll Bring;

  • Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, or a related field. A Master’s degree or relevant certifications (e.g., NEBOSH, IOSH, OSHA, or similar) is a plus.
  • Minimum of 10 years of experience in HSSE management, with at least 5-7 years in a leadership role within large-scale construction or infrastructure projects.
  • Proven experience in health, safety, security, and environmental management, including regulatory compliance, risk management, and incident investigation.
  • Experience working with international standards and regulations (e.g., ISO 45001, ISO 14001, OHSAS 18001) and managing HSSE teams in high-risk environments.
  • In-depth knowledge of HSSE regulations and best practices within construction and infrastructure industries.
  • Strong leadership skills with the ability to drive a safety culture and motivate teams to follow strict safety protocols
  • Excellent communication and interpersonal skills, with the ability to interact with all levels of the organization, contractors, and external stakeholders
  • Ability to assess risks, make decisions, and resolve safety or environmental issues quickly and effectively.
  • Proficiency in using safety management software and reporting systems.
  • NEBOSH or similar health and safety certification.
  • ISO 45001 (Occupational Health and Safety) or ISO 14001 (Environmental Management) certification.
  • Safety and environmental audit qualifications.
  • Extensive experience in HSSE leadership roles within the aviation, construction, or large-scale infrastructure sectors.
  • Understanding of construction processes and typical safety hazards associated with large civil, mechanical, electrical, and plumbing systems.
  • Familiarity with the latest safety technologies, tools, and software used for monitoring and reporting HSSE metrics.
  • Strong project management skills, with the ability to manage multiple priorities and ensure HSSE objectives are achieved within the project scope and timeline.
