Job Description:
Parsons is seeking an amazingly talented HSE & Security Assistant Manager to join the Qiddiya Facility Management (FM) team.
What You’ll Be Doing:
- Lead the planning and initial site set-up and production of the Site Security and H&S plans, integrated with the wider engineering and logistics plans to give a city-wide approach.
- Develops standard operating procedures for Security and H&S for the 20,000 capacity Workers Accommodation.
- Coordinate with QIC Security and all existing FM contractors, and future planned procurement of FM contractors.
- Overseeing the Facility Management Contractor assuring that all KSA regulations and QIC standards are complied with.
- Design and implement assurance arrangements to confirm the contractual and regulatory compliance.
- Plan and implement Security and H&S strategies and approaches in accordance with the completed and approved Security and H&S plan.
- Lead the implementation and application of advanced principles, theories, and concepts, ensuring compliance and consistency across all sections of the Worker Accommodation.
PREFERRED EDUCATION/EXPERIENCE:
- Degree in Engineering or related discipline with minimum 10 years’ experience, specifically health, safety and security.
- Demonstrable experience in Facilities Management environment, with knowledge and experience in Food Safety/hygiene and security considerations.
- Previous experience in the operations of Workers Accommodation Facilities in Saudi Arabia.
- Advantageous to have experience in Saudi Arabia.
- OSHA Certified or similar is a plus.
- Strong communication skills in English, written and spoken.
SKILLS/COMPETENCIES:
- Demonstrated teamwork and management skills.
- Proven experience of working within accommodation and facilities, ideally in a construction environment.
- Ability to understand the security and worker wellbeing risks in large worker accommodation facilities.
- Ability to follow through clearly deliver work instructions in a complex stakeholder environment.
- Ability to work in a matrix organization (dual reporting). Ability to interact with senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.
- Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
- Strong Contractor Management skills.
- Contributes to the development of innovative principles and ideas, leading in the fields of Security and H&S.
- Leads on unusually complex Security and H&S problems and provides solutions that are highly creative, in coordination with QIC and the FM team.
- Facilitates partnerships with key stakeholders/organizations impacted by the program.
- Assigns work to employees, oversees, and tracks the completion of work assignments.
- Interviews and selects personnel for assignment as required.
- Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
- Prepare the needed reports.
- Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
- Performs other responsibilities associated with this position as may be appropriate.
