Job Description:

Parsons is seeking an experienced HSE Manager to provide health, safety, and environmental leadership for a major freight rail infrastructure program.

What You'll Be Doing

  • Lead full-time, part-time, and collateral-duty HSE specialists to implement project and program work plans, corporate risk management practices, and compliance programs.

  • Represent the business unit HSE director on project or program worksites.

  • Advise project and program managers on compliance with Parsons’ ESHARP management system, policies, procedures, and client SH&E requirements.

  • Develop site-specific work plans, SH&E compliance programs, training programs, and orientation plans in line with regulations, corporate standards, and project/client requirements.

  • Evaluate (sub)contractors’ SH&E performance, planning, and culture to ensure alignment with corporate risk management practices and values.

  • Conduct audits and inspections of projects, programs, and worksites; prepare written reports with findings and recommendations.

  • Implement occupational injury and incident reporting processes; lead incident investigations and root cause analyses, producing comprehensive reports and lessons learned.

  • Collaborate with project personnel to identify and implement corrective and preventive actions.

  • Perform trend analyses on audit findings, inspections, and incidents; report key insights and recommendations to leadership.

  • Represent Parsons during external regulatory inspections or loss control assessments.

  • Provide SH&E expertise for risk assessments, safe work planning, new hire orientation, and regulatory/best-practice training.

  • Maintain SH&E training records and participate in routine safe work briefings with craft, office, and subcontractor personnel.

  • Perform other SH&E responsibilities as required to support project delivery and compliance.

What Required Skills You'll Bring

  • Bachelor’s degree in Occupational Safety and Health or related field, or equivalent experience.

  • 10+ years of experience in health, safety, and environmental management, including supervisory or managerial roles, preferably in rail or heavy civil infrastructure projects.

  • Extensive knowledge of Federal and State health and safety regulations and reporting procedures.

  • Advanced knowledge of national consensus safety standards (e.g., ANSI, NFPA).

  • Proven ability to lead SH&E teams, conduct audits and inspections, and implement corrective actions on complex infrastructure projects.

What Desired Skills You'll Bring

  • Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) preferred.

  • Exceptional interpersonal, communication, and stakeholder management skills.

  • Strong analytical, problem-solving, and decision-making abilities.

  • Ability to work effectively in high-paced, technically complex freight rail environments.
