Job Description:

Parsons is looking for an amazingly talented Health, Safety and Welfare Manager to join our team in Qatar! In this role, you will lead health, safety and worker-welfare management for a major roads, infrastructure and drainage programme. The works include roads, utilities, earthworks and ground improvement, deep drainage networks, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains and associated structures and systems.

What You'll Be Doing:

·     Lead and manage the site-based Health, Safety and Welfare teams across both work packages.

·     Oversee the establishment, implementation and continual improvement of the project Health, Safety and Security Management system and plan in accordance with ISO 45001:2018, local legislation, applicable regulations and Authority requirements.

·     Review and approve the Contractors’ Health, Safety and Security Management plans, procedures, risk assessments and method statements for compatibility with the project requirements.

·     Oversee Health, Safety and Welfare procedures and documentation, including RAMS, inspection reports, accident reports, safety observations, notices, non-conformances and corrective-action records.

·     Liaise with the Senior Site Representative to verify implementation through spot checks, inspections and audits.

·     Conduct weekly site safety inspections with the Contractor’s representative and ensure comprehensive daily inspections are undertaken across project sites and activities.

·     Monitor construction activities, occupational health and safety performance, welfare conditions and compliance with approved plans, procedures and permit-to-work requirements.

·     Raise safety observations and notices where required and advise the Senior Site Representative where Non-Conformance Reports or Stop Work Notices are appropriate.

·     Monitor and track safety observations, notices, inspection actions and corrective measures through to satisfactory closure.

·     Undertake trend analysis of safety observations, recurring incidents, near misses and non-compliances, and propose appropriate corrective and preventive actions.

·     Lead or assist with accident and incident notification, investigation, reporting, lessons learned and close-out of remedial actions.

·     Attend regular Health, Safety and Welfare meetings and coordinate, compile and submit monthly reports, statistics and KPI information.

·     Liaise with the client, Project Manager and Contractor representatives to maintain safe working conditions and operations on site.

·     Identify Health, Safety and Welfare training needs, arrange required training and mentor nominated Fire Wardens and First Aiders.

·     Oversee worker-welfare compliance, including accommodation and medical-facility inspections and audits, and promote safe, healthy and appropriate working and living conditions.

·     Promote a positive safety culture and the continual improvement of the Occupational Health and Safety Management System across the programme.

What Required Skills You'll Bring:

·     Bachelor’s degree in Engineering, Science or an equivalent relevant discipline.

·     Minimum 20 years of professional experience managing health, safety and welfare on major international and local construction sites.

·     At least 10 years of experience on major international or regional roads, infrastructure and drainage projects.

·     Substantial experience working for an engineering consultant or Engineer’s Representative, leading health, safety and welfare management on construction-supervision assignments.

·     NEBOSH Diploma Level 6.

·     Professional Occupational Health and Safety qualification by examination, such as NEBOSH IGC/NGC, IOSH Managing Safely and Working Safely, or OSHA 30 Hours.

·     ISO 45001:2018 Lead Auditor qualification.

·     Demonstrable experience implementing and continually improving Occupational Health and Safety Management Systems.

·     Experience leading site safety teams, reviewing RAMS, conducting inspections and audits, investigating incidents and managing corrective actions.

·     Experience overseeing worker welfare, health and wellness requirements and working conditions on major construction projects.

·     Working knowledge of applicable Qatar Construction Specifications, local legislation, codes of practice and Authority health, safety and welfare requirements.

·     Experience managing safety on roads, utilities, deep excavations, microtunnelling, lifting operations, pumping stations, temporary works and concurrent construction work fronts is strongly preferred.

·     Ability to communicate effectively with personnel of different nationalities and organisational backgrounds.

·     Fluent written and spoken English, with strong technical reporting, investigation, presentation and stakeholder-communication skills.

·     Full computer literacy and the ability to use relevant HSE, reporting, document-control and project-information systems.

What Desired Skills You'll Bring:

·     Strong leadership and the ability to manage multidisciplinary Health, Safety and Welfare teams across concurrent work fronts.

·     Comprehensive understanding of consultant-side construction supervision and the responsibilities of the Engineer’s Representative.

·     Ability to interpret legislation, standards, specifications, HSSM plans, RAMS, permit-to-work requirements and incident information.

·     Strong auditing, inspection, incident-investigation, root-cause-analysis and corrective-action management capability.

·     Ability to identify high-risk activities and unsafe conditions early and recommend proportionate, practical and contract-compliant controls.

·     Effective coordination with project leadership, resident engineers, discipline teams, contractors, workers and relevant authorities.

·     Strong understanding of worker welfare, accommodation, medical-facility, health and wellness requirements.

·     Clear, firm and professional communication, including escalation of serious or recurring non-compliances.

·     Strong reporting, trend analysis, record-keeping and follow-up discipline.

·     Commitment to a positive safety culture, workforce wellbeing, continual improvement and prevention of harm.

·     Ability to work effectively in a multicultural and multi-organisational project environment.
