Job Description:
Parsons is seeking a Field Project Manager with extensive healthcare facilities operations experience to provide on-site leadership for infrastructure projects on an active academic healthcare and research campus. This is a field-focused role, with the majority of time spent on the campus job sites coordinating daily work, managing contractors, and ensuring safety, quality, and continuity of patient care and research operations.
The preferred candidate will be able to demonstrate significant experience in on-site management of multidisciplinary trades contracts for a variety of infrastructure projects in occupied healthcare and research environments. Typical projects involve the replacement or upgrade of HVAC, plumbing, electrical, roofing, windows, doors, pavements, and minor structural repairs, among other building and site systems.
This position requires close coordination with the owner’s procurement authority, hospital and academic facilities teams, clinical and research leadership, and multiple trade contractors.
Key Responsibilities
On-Site Project & Construction Management
- Serve as the primary on-site Parsons representative, responsible for day-to-day field oversight of multidisciplinary trades contracts on an active academic healthcare and research campus.
- Provide direct field management for projects involving replacement or repair of:
- HVAC and mechanical systems
- Plumbing and piping systems
- Electrical and lighting systems
- Roofing and building envelope (windows, doors)
- Pavements, site work, and minor structural repairs
- Coordinate construction activities in 24/7 occupied facilities, including hospitals, research labs, academic buildings, and support areas, with a strong emphasis on maintaining uninterrupted patient care, research activities, and academic operations.
- Plan and manage phasing, logistics, access routes, temporary protections, and shutdowns (utilities, HVAC, power, etc.) in close collaboration with facilities, clinical, research, and security teams.
- Lead and document regular on-site meetings with contractors, subcontractors, consultants, and client stakeholders to review work plans, progress, safety, and issues.
- Identify field issues early, develop practical solutions, and coordinate with designers and stakeholders to resolve conflicts.
Procurement Support & Contract Administration
- Work cooperatively with the client’s procurement authority to:
- Develop scopes of work and technical requirements for multiple trades.
- Prepare documents to solicit proposals from subcontractors, including RFPs/IFBs and bid packages tailored to healthcare and research environments.
- Support and/or lead the field aspects of the procurement process:
- Conduct and coordinate pre-bid site walks and contractor walkthroughs.
- Respond to bidder inquiries regarding field conditions, phasing, and access.
- Provide input into bid evaluations, focusing on constructability, schedule, site logistics, and contractor experience in healthcare and research settings.
- Participate in or lead, as delegated, the bidding, selection, and contracting process with successful trades.
- Administer trade contracts in the field, including managing RFIs, submittals, field directives, coordination issues, and minor scope changes in alignment with project management and procurement policies.
Construction Oversight, Safety, and Compliance
- Monitor contractor performance on site to ensure compliance with contract documents, drawings, specifications, and campus facility standards.
- Enforce Parsons and client safety requirements, including site-specific safety plans, hazard assessments, and traffic/access control measures in active campus environments.
- Support and monitor implementation of:
- Infection Control Risk Assessment (ICRA) measures in healthcare areas.
- Interim Life Safety Measures (ILSM) and fire/life safety protocols.
- Controls for dust, noise, vibration, and security around sensitive clinical and research spaces.
- Coordinate inspections, testing, and QA/QC activities; manage punch lists and field acceptance of completed work.
- Ensure compliance with applicable codes and regulations (e.g., local building codes, NFPA, FGI, campus standards, and relevant accreditation requirements).
Field Reporting & Stakeholder Communication
- Track and report on the progress of each trade’s work, including schedule status, manpower, milestones, issues, and risks, and provide regular updates to the Parsons project management team and client.
- Review and validate contractor daily reports, look-ahead schedules, and field changes; provide input to payment applications and change orders based on verified field progress.
- Maintain comprehensive field documentation, including:
- Daily field reports and logs
- Meeting minutes and action items
- Photographic records of progress and issues
- As-built field markups and closeout documentation
- Communicate proactively with client facilities, clinical, research, and academic stakeholders regarding field activities, anticipated impacts, mitigation measures, and planned shutdowns or access restrictions.
Required Qualifications
- Bachelor’s degree in Engineering, Construction Management, Facilities Management, Architecture, or a related field; or equivalent combination of education and hands-on field experience.
- 7+ years of progressive, field-based experience in facilities operations, construction, and/or project management.
- Demonstrated significant experience in on-site management of multidisciplinary trades contracts for infrastructure or capital improvement projects on active healthcare and/or academic research campuses.
- Proven field experience delivering projects involving:
- HVAC/mechanical system replacements and upgrades
- Plumbing and piping systems
- Electrical and lighting systems, including coordination with critical/emergency power (where applicable)
- Roofing and envelope (windows, doors)
- Site work, pavements, and minor structural repairs
- Experience working directly and cooperatively with a procurement authority to:
- Prepare bid/procurement documents and scopes of work
- Handle bidding, contractor selection, and award
- Support contracting and field contract administration
- Strong ability to read and interpret drawings, specifications, phasing plans, and campus standards, and to translate them into actionable field work.
- Proficiency with basic project and construction tools (e.g., MS Office, Bluebeam; experience with CM platforms such as Procore, e-Builder, or similar is a plus).
- Excellent on-site communication and coordination skills, with the ability to work effectively with contractors, facilities staff, clinical and research users, and management.
Preferred Qualifications
- Experience in academic medical centers, teaching hospitals, or integrated healthcare and research campuses.
- Professional certifications such as CHFM (Certified Healthcare Facility Manager), CHC (Certified Healthcare Constructor), PMP, or CCM.
- Prior experience with Parsons or similar engineering/PMCM firms in a field leadership role.
- Familiarity with healthcare and research environment requirements, accreditation and licensing bodies, and campus construction standards.
- Experience managing multiple projects or task orders simultaneously in an active campus setting.
