Job Description:
Parsons is seeking an experienced Engineer Principal (FIDIC Engineer) to act as the Engineer under the Contract and serve as the Employer's senior representative for major infrastructure and construction projects. The role is responsible for leading contract administration under FIDIC Conditions of Contract, providing strategic project oversight, and ensuring successful delivery through construction, commissioning, handover, and defects liability stages.
The successful candidate will manage contractual, commercial, and project delivery matters, oversee contractors and consultants, and provide leadership to ensure projects are delivered safely, on schedule, within budget, and to the highest quality standards.
What You'll Be Doing
Act as the Engineer under FIDIC Contracts, administering contractual obligations, certifications, instructions, claims, variations, and extensions of time.
Provide strategic leadership throughout project delivery, commissioning, handover, and defects liability periods.
Oversee project controls, schedule performance, risk management, and delivery of key milestones.
Lead commercial and contract management activities, including payment certification, claims evaluation, and dispute avoidance.
Champion Health, Safety, Environment (HSE) and Quality Assurance/Quality Control (QA/QC) compliance across all project activities.
Manage contractors, consultants, and key stakeholders to ensure effective collaboration and project execution.
Monitor project performance and provide recommendations on contractual, commercial, schedule, and risk matters.
Lead project closeout, testing, commissioning, handover, and defects management activities.
What Required Skills You'll Bring
Bachelor's Degree in Engineering, Construction Management, Project Management, Architecture, or a related discipline. Master's Degree in a relevant field preferred.
Chartered Engineer (CEng), PE, PMP, MRICS, MCIOB, or equivalent professional accreditation.
Minimum 20 years of experience in the delivery of major infrastructure, engineering, or construction projects.
Proven experience serving as a FIDIC Engineer, Engineer's Representative, Contract Administrator, Project Director, or similar senior position.
Extensive knowledge of FIDIC Red, Yellow, and Silver Book contracts, contract administration, claims, variations, extensions of time, and payment certification.
Strong background in project controls, commercial management, construction delivery, and stakeholder management.
Experience managing contractors, supervision consultants, and multidisciplinary teams.
Middle East project experience is required.
Experience through commissioning, handover, and defects liability phases is essential.
Experience supporting dispute avoidance and dispute resolution under FIDIC contracts is highly desirable.
