Job Description:

We are seeking an exceptionally experienced and visionary leader to serve as the Director, Marina Management. The successful candidate will be accountable for the comprehensive strategic planning, engineering design oversight, construction management, and eventual operational readiness of the high-profile marine assets within The Line region.

Key Responsibilities:

  • Strategic Leadership & Delivery:

    • Develop and execute the overarching strategy for the successful delivery of all marine and marina-related infrastructure within THE LINE, ensuring alignment with NEOM's vision for sustainability, innovation, and iconic design.

    • Be accountable for the integration of the complex marine structures, including the Hidden Marina and associated waterways, with the architectural and engineering systems of THE LINE.

    • Manage the successful transition of marine assets from construction to operational readiness, including the development of preliminary acceptance criteria and supporting the commercial operator tendering process.

  • Engineering & Construction Oversight:

    • Provide expert direction and oversight for the design, procurement, and construction phases of all marine infrastructure assets.

    • Ensure all marine works adhere to the highest international standards of safety, quality, environmental compliance (particularly in the Red Sea ecosystem), and maritime regulations.

    • Lead the development of asset management strategies and maintenance plans for marine infrastructure to ensure long-term structural and operational integrity.

  • Stakeholder Management:

    • Act as Parsons’ primary point of contact and lead negotiator for all high-level marine and maritime matters with the NEOM Proponent, design consultants, construction contractors, and future commercial operators.

    • Manage complex interfaces and dependencies between marine engineering, urban planning, logistics, and adjacent NEOM projects.

    • Secure approvals and maintain continuous engagement with relevant maritime and regulatory authorities.

  • Team & Program Management:

    • Lead, mentor, and build a high-performing, multidisciplinary team of marine engineers, project managers, and subject matter experts.

    • Oversee project controls, including defining and tracking Key Performance Indicators (KPIs) for schedule, budget, risk, and technical performance across the marine program.

    • Drive a culture of innovation, utilizing the latest advancements in marine construction techniques, smart infrastructure, and clean energy solutions.

Qualifications and Experience:

  • Education: Bachelor’s Degree in Civil Engineering, Marine/Ocean Engineering, Maritime Management, or a related field. A Master’s Degree is highly preferred.

  • Experience: A minimum of 25 years of progressive experience in large-scale marine infrastructure, port/marina development, and/or asset management, with a proven track record of successfully delivering iconic and complex maritime projects.

  • Sector Expertise: Extensive experience managing both the design and construction of major, world-class marinas, ports, or coastal engineering projects. Experience in the Middle East and/or a deep understanding of marine engineering in KSA is a significant asset.

  • Leadership: Demonstrated experience in a Director-level or equivalent senior leadership role, successfully leading multi-billion-dollar programs and managing multidisciplinary international teams.

  • Skills:

    • Exceptional strategic thinking, diplomacy, and complex problem-solving abilities.

    • Proven ability to manage high-stakes commercial negotiations and contractual matters.

    • In-depth knowledge of international maritime regulations, safety standards, and environmental protection protocols.

    • Superior verbal, written, and presentation skills in English.
