Job Description:

The Asset Management (AM) Governance Director is the senior standard-enforcer responsible for ensuring that the entire city infrastructure operates under unified, legally sound, and financially sustainable asset management policies. Operating within a large, mixed-use mega-project environment, this role establishes and governs the frameworks that align diverse asset classes—theme parks, utilities, public realms, transport networks, sports facilities, and residential zones—under a single, coherent asset management system.

The Director ensures that all asset-related decisions and operations adhere to internationally recognized standards, robust governance controls, and the client’s long-term Environmental, Social, and Governance (ESG) objectives.

Key Responsibilities

1. ISO 55001–Aligned Asset Management Framework

Standard Development & Enforcement

Design, implement, and enforce an asset management framework aligned with  across all asset classes.

Define common lifecycle processes, including asset registration, condition assessment, risk evaluation, maintenance planning, and retirement/disposal.

Ensure that unique assets (e.g., attractions, district cooling plants, roads, golf courses) follow consistent data and governance standards.

Policies, Procedures & Controls

Author and maintain asset management policies, procedures, and guidelines that apply city-wide.

Establish minimum documentation, data capture, and reporting requirements for all asset-owning and operating entities.

Implement governance controls to prevent fragmented or inconsistent asset management practices.

2. Governance of Global Operator SLAs

Contractual Governance Framework

Design and oversee contractual enforcement mechanisms and governance structures for third-party and international operators (e.g., theme park operators, facility managers, utility providers).

Define asset preservation obligations within operator agreements, including structural integrity, performance, safety, and aesthetic standards.

Compliance Metrics & KPI Audits

Establish KPIs, compliance metrics, and audit protocols to independently verify whether operators are maintaining assets in line with agreed standards.

Lead periodic performance reviews and technical audits focused on asset condition, maintenance execution, and lifecycle compliance.

SLA Breach & Penalty Protocols

Develop and manage protocols for responding to SLA breaches related to asset care.

Coordinate with Legal and Commercial teams to initiate contractual penalties, remediation plans, or escalation procedures when asset standards are not met.

3. ESG Integration into Asset Operations

ESG Policy Embedding

Embed Environmental, Social, and Governance requirements directly into asset management policies and standard operating procedures.

Ensure that asset strategies reflect sustainability objectives, such as energy efficiency, water conservation, and low-impact materials selection.

Technical ESG Metrics & Reporting

Require technical Subject Matter Experts () and operators to capture and report environmental performance data (e.g., energy use, water consumption, emissions, waste).

Enforce specific policies, such as prioritization of Treated Sewage Effluent () in public park irrigation systems and other resource-efficiency measures.

Governance & Assurance

Work with ESG and Sustainability teams to align asset operations with the client’s ESG strategy and regulatory obligations.

Provide asset-based ESG assurance data for corporate reporting and external stakeholders.

4. Stage-Gate Approvals & Vesting Governance

Stage-Gate Framework Design

Develop and oversee the city’s stage-gate governance model for transitioning assets from construction to operations.

Define legal, technical, safety, and quality criteria that must be satisfied before an asset is “vested” to City Operations or Asset Management teams.

Handover / Vesting Gateways

Chair or participate in stage-gate and vesting committees for communities, infrastructure, and destination assets.

Ensure that newly completed assets meet governance requirements, including documentation completeness, maintenance strategy readiness, and data onboarding into enterprise systems.

Continuous Transition Oversight

Manage governance throughout the city’s shift from construction-heavy phases to steady-state operations, ensuring no asset transitions without meeting defined standards.

Qualifications & Experience

Education

Bachelor’s degree in Engineering, Asset Management, Business Management or related discipline.

A master’s degree is preferred.

Professional Certifications

Certification aligned with asset management and governance, such as IAM (Institute of Asset Management), practitioner/lead implementer, or equivalent.

Additional credentials in project management or governance are an advantage.

Experience

20 years experience in asset management, infrastructure operations, or corporate/governance roles within large-scale or complex environments.

Proven experience implementing and enforcing ISO 55001or similar asset management systems across diverse asset portfolios.

Demonstrable track record of governing third-party operator performance, SLAs, and asset preservation standards.

Experience in integrating ESG requirements into operational policies and asset management frameworks.
