Job Description:
Parsons is looking for an amazingly talented Contract/Procurement Specialist to join our team! In this role you will get to experience end-to-end procurement process and supply chain management.
What You'll Be Doing:
- Oversee procurement activities from approved requisition through sourcing, evaluation, award, purchase order administration and closeout, ensuring that required stage-gates are followed.
- Review procurement documents prepared by Buyers, Procurement Coordinators, project teams and support personnel for completeness, accuracy, approvals and procedural compliance.
- Monitor procurement plans, sourcing schedules, workload priorities, cycle times, pending approvals, key risks and delivery dates, providing clear dashboards and exception reports.
- Validate sourcing strategies, procurement methods and bidder lists, and oversee supplier registration, prequalification, due diligence and compliance screening.
- Review solicitation packages and oversee bidder communications, clarifications, addenda, submission controls, confidentiality and fair treatment of participating suppliers.
- Ensure technical evaluations are completed by accountable technical teams and review commercial evaluations, bid comparisons and Bid Analysis Summaries for accuracy and justification.
- Challenge unresolved deviations, abnormal pricing, inadequate competition, unsupported assumptions and material commercial risks, and confirm all required approvals before award or commitment.
- Monitor purchase order progress, delivery risks, amendments, documentation, invoicing issues and closeout actions, ensuring that procurement records remain complete and audit-ready.
- Provide technical guidance and quality feedback to procurement personnel, escalate non-compliance or supplier-performance concerns and recommend process improvements.
- What Required Skills You'll Bring:
- Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Economics, Engineering or a related discipline.
- Minimum five years of relevant experience in procurement, purchasing, sourcing or supply-chain activities.
- Demonstrated responsibility for overseeing end-to-end procurement processes and reviewing the work of Buyers, Coordinators or project procurement personnel.
- Strong knowledge of competitive sourcing, supplier qualification, commercial evaluation, purchase order administration, procurement controls and closeout.
- Ability to assess sourcing risks, pricing concerns, procedural gaps, supplier risks and unsupported award recommendations using sound independent judgment.
- Strong analytical, negotiation, written communication, coordination and stakeholder-management skills, with excellent attention to detail.
- High standards of ethics, integrity, confidentiality, impartiality and professional conduct.
- Proficiency in Microsoft Office and enterprise resource planning, e-procurement, reporting and document-management systems, with the ability to work across multidisciplinary teams.
What Desired Skills You'll Bring:
- Experience within an engineering, construction, infrastructure, project-management or professional-services environment.
- Experience monitoring procurement portfolios, status dashboards, compliance indicators, supplier governance and procurement cycle times.
- Professional procurement or supply-chain certification, such as CIPS, MCIPS, CPSM or an equivalent qualification.
