Job Description:

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on a significant infrastructure project central to the United States’ border security programs. 

In our anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.   

Cost Estimating Manager

What You'll Be Doing:

  • Play a leading role in supporting the project teams in monitoring and controlling the performance of contracted services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.

  • Review, develop and manage systems and procedures for the monitoring of estimation across multiple work packages, and applied consistently across the Project Delivery Teams. Including specific analysis, forecast, value benchmarking costs of the program.

  • Monitor Project Delivery teams to ensure costs / rates are benchmarked, and continually evaluated and that our required reporting to the client is undertaken effectively.

  • Identify recurring / potential recurring claims across the Project Delivery Teams and offer support to mitigate.

  • Collaborate with colleagues across organizational lines to obtain and communicate business information necessary for Reporting purposes.

  • Coordinates with the Delivery Area Leadership Teams.

  • Assist in developing and implementing commercial estimating strategy.

  • Manage consistency of estimation.

  • Provide assurance and compliance of the program.

  • Contribute towards continuous improvement processes and procedures

What Required Skills You'll Bring:

  • Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience) and typically 15+ years of related work experience, including previous managerial experience. Advanced degree in management or related field is preferred.
  • Preferably degree qualified (in related field, preferable Quantity Surveying / Cost Management)
  • Proven ability to manage a large group of senior technical personnel, the ability to drive excellence in field of expertise, focusing on safety, quality and improvement of processes, mentoring, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. 

  • Must also demonstrate the ability to effectively execute and manage complex tasks. 

  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific software. 

  • Be capable of conducting focused briefings to all levels of management. 

  • Ability to network across departments and key external stakeholders.

Salary Range: $144,800.00 - $260,600.00
