Job Description:

Parsons is looking for an amazingly talented Construction Manager to join our team! In this role you will get to provide site‑based leadership and technical oversight for overall site leadership and construction delivery management for a mission‑critical data center project, ensuring safe, compliant, and high‑quality delivery in line with program and commissioning requirements.

What You'll Be Doing:

  • Provide day‑to‑day leadership of site construction activities, representing the PMC and acting as the primary coordination point between the Employer, contractors, and site supervision teams.

  • Lead and manage all construction scope, including civil, architectural, and MEP works, ensuring disciplined interface management across multiple workstreams.

  • Implement and enforce the construction execution strategy, logistics plans, access controls, and sequencing to protect schedule and commissioning milestones.

  • Monitor contractor performance against approved program, method statements, and resource plans, identifying risks early and driving corrective actions.

  • Champion a strong HSE culture on site, ensuring compliance with local regulations, international best practice, and Employer safety standards.
    Oversee quality management processes, ensuring works are constructed in accordance with approved drawings, specifications, inspection test plans (ITPs), and data center standards.

  • Coordinate closely with the Construction MEP Manager, Senior Project Manager, planners, and commercial teams to maintain integrated delivery.
    Support the administration of FIDIC‑based contracts, including progress reviews, entitlement support, variation identification, and claims input.

  • Lead site readiness for testing, commissioning, phased handovers, and RFS activities, ensuring construction completion aligns with commissioning and operational requirements.

  • Prepare and present clear construction progress reports, risk updates, and mitigation plans to senior PMC leadership and the Employer.

What Required Skills You'll Bring:

  • Bachelor degree in Engineering or equivalent

  • Minimum 7–10 years of construction management experience, with proven delivery of data centres or other mission‑critical facilities.

  • Strong understanding of site management, construction sequencing, temporary works, and logistics planning for complex, fast‑track projects.

  • Demonstrated experience working within a Project Management Consultancy (PMC) or Engineer environment, managing contractors on behalf of a client.

  • Ability to manage multi‑contractor, multi‑discipline construction teams under tight programme and quality constraints.

  • Working knowledge of FIDIC contracts, site administration practices, and international construction standards.

  • Strong leadership, communication, and coordination skills, with the confidence to escalate and resolve issues decisively.7–10 years of experience delivering MEP scope on major projects, with demonstrable experience on data centers or other mission‑critical facilities.

  • Strong technical knowledge of HVAC, electrical power (MV/LV), UPS, generators, BMS/EPMS, fire protection, and ELV systems typically found in data center environments.

  • Proven experience working within a Project Management Consultancy (PMC) or Engineer role, overseeing contractors rather than self‑performing construction.

  • Solid understanding of construction sequencing, installation quality, and commissioning readiness for mission‑critical systems.

  • Experience operating under FIDIC‑based contracts and standard international construction practices.

  • Strong communication skills with the ability to coordinate across multiple contractors, disciplines, and stakeholders.    

  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related discipline.

  • Formal training or certification in construction management, site safety, or project controls.

What Desired Skills You'll Bring:

  • Direct experience delivering hyperscale or enterprise data center projects through construction and handover.

  • Familiarity with mission‑critical commissioning requirements, including construction support to IST and RFS milestones.

  • Experience using digital construction management and reporting platforms (e.g., Procore, Aconex, Primavera).

  • Experience working in the Middle East, including authority inspections, regulatory compliance, and contractor management.

  • A proactive, solutions‑oriented leadership style with the ability to balance program, quality, and safety priorities under pressure.
