Job Description:

Parsons is looking for an amazingly talented Commissioning Manager – Data Center to join our team!

The Commissioning (Cx) Manager is responsible for leading and assuring the commissioning, integrated testing, operational readiness (ORAT), and handover of hyperscale / mission‑critical data center projects under a Client-side / PMC / Technical Advisor mandate. The role ensures that construction completion, testing, commissioning and ORAT activities are planned, sequenced, evidenced, and accepted in alignment with the Employer’s Requirements (ERs), project deliverables, and governance, supporting safe, reliable Day‑1 operations and a controlled transition to steady-state operations.

What You'll Be Doing:

• Lead and manage the overall commissioning, integrated testing, ORAT, and handover strategy for hyperscale / mission‑critical data center projects under a Client‑side / PMC mandate.

• Develop and implement the Commissioning Management Plan and ORAT / Operational Readiness Playbook, including readiness gates, acceptance criteria, evidence requirements, and sign‑off pathways.

• Provide early and continuous input during design review, ensuring systems are commissionable, operable, maintainable, and aligned with operational readiness requirements.

• Review and provide technical assurance on design-stage deliverables, early construction submittals, commissioning plans, method statements, and test procedures, ensuring alignment with Employer’s Requirements and ORAT objectives.

• Oversee and assure testing and commissioning activities, including pre‑functional testing, functional testing, SATs, Integrated Systems Testing (IST), and performance/resilience testing.

• Lead ORAT activities to ensure Day‑1 operational readiness, including training, SOP/MOP/EOP development and validation, operational trials, emergency drills, and controlled go‑live/activation.

• Coordinate commissioning and ORAT interfaces between Client, PMC, EPC contractors, vendors, operators, and authorities, ensuring clear ownership and readiness progression.

• Ensure compliance with Employer’s Requirements, applicable international data‑center standards (e.g., Uptime lifecycle principles, TIA‑942, ASHRAE, NFPA, IEC/IEEE as required), and local authority regulations.

• Enforce strict safety governance during energization, live testing, and commissioning activities, including permit‑to‑work and LOTO controls.

• Manage commissioning close‑out, defect and punch‑list resolution, documentation completeness, and transition into operations and early‑life support.

What Required Skills You'll Bring:

• Bachelor’s degree in Engineering (Electrical, Mechanical, or related discipline).

• Minimum 20+ years experience in PMC / construction supervision roles for large-scale or mission-critical projects.

• Proven experience on data center or mission-critical facilities within the UAE or GCC.

• Strong leadership, governance, and client-facing experience.

• Based primarily in UAE with short-term GCC travel as required.

• Evidence-based commissioning leadership; strong governance and assurance mindset

• Strong ORAT leadership (training, SOPs, trials, readiness gates, soft landing)

• High rigor in documentation, acceptance criteria, and closeout control

• Strong safety leadership for energization and live testing environments

• Excellent stakeholder coordination in multi-contractor and operator environments

• Fluency in English required, Arabic is an advantage.
