Job Description:

EXPERIENCE AND QUALIFICATIONS:

4-year degree in a science or curriculum related to the assigned discipline and 15+ years of related work experience, including experience as a task leader.

Basic Qualifications:

The Closure Sampling Manager (CSM) is responsible for the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) Closure Sampling Program to verify that BGCAPP attains Resource Conservation and Recovery Act (RCRA) Clean Closure status in accordance with approved closure performance standards.  The CSM position requires comprehensive knowledge of environmental permits and regulations, RCRA sampling strategies, data quality requirements and RCRA closure performance standards. Employees in this job direct the work of sampling team in specialized areas of environmental closure sampling activities. The CSM supports project goals and objectives and exercises considerable independent judgment in developing and implementing RCRA closure sampling strategies. 

The above qualifications are generally acquired through a recognized degree in a related field or equivalent experience/training, in addition to work experience leading to the thorough understanding of the job requirements described above.

Minimum Qualifications:

• Bachelor’s degree in environmental engineering, or related or related natural science field
• At least eight years of experience in RCRA environmental programs.
• At least two years of experience in management or supervisory role
• Knowledge of environmental regulations and environmental management systems  

• Knowledge of RCRA environmental sampling strategies, data quality requirements and closure performance standards.
• Ability to evaluate analytical quality and usefulness of a discrete sets of environmental data
• Work experience in a treatment, storage and disposal facility (TSDF), demilitarization facility, chemical plant, nuclear or fossil power generating station, naval or maritime station, or other heavy industry

• Demonstrated oral, written and interpersonal communications skills.
• Ability to successfully pass medical screen, including the ability to wear a respirator and other PPE, lift up to 50 lbs. and work in the proximity of toxic chemicals.
• Flexibility to respond to urgent project requests and/or changing priorities.  This position may be required to work long hours, including nights, weekends and holidays.
• Must be a US Citizen.  The applicant selected will be subject to a government security investigation and must meet eligibility requirements to be placed in a Public Trust Position.
• Drug screening and background check required
• Must be able to hear audible alarms, identify colors, and see/read/understand warning lights and signs. 

     

Desired Qualifications:

Knowledge of:

• Principles, practices, and techniques of environmental media sampling and analysis
• Hazardous waste and/or material handling, storage, labeling, and disposal requirements of various federal, State, and local agencies
• Airborne toxic chemical monitoring methods to assess levels of decontamination
• Collection, shipment, and analysis of environmental samples
• Data verification and data validation processes for producing defensible products and decisions

Education:

• Graduation from a recognized college or university with a field of emphasis in environmental engineering, chemistry, physics, or a related natural or physical science.
• HAZWOPER training.

Experience:

• Eight years of experience in RCRA environmental programs with at least four years of experience in a Chemical Demilitarization Plant
• Coordination of environmental sample collection/analysis among environmental laboratories, field samplers, data validators, and data users
• Compilation of closure sampling data packages to support Professional Engineer certification of RCRA closure
• Waste management experience preferred
• Strong oral/written communication skills
• Strong personal computer skills (Microsoft Word, Outlook, Excel)

Professional Registration:

• Professional registration as appropriate for professional discipline preferred
• CHMM registration preferred

Salary Range: $108,700.00 - $190,200.00
