Job Description:
Parsons is looking for an amazingly talented Civil Engineering Manager to join our team who is versatile, and who possesses exceptional communication, analytical and management skills to work within a PMO organization. In this role you will lead a team of professionals in the management and implementation of a major high speed rail program, will take a leadership role in developing and executing our business plan, and will oversee and manage our civil engineering team and portfolio of clients within the region.

The ideal candidate will have extensive knowledge of civil engineering practices as applied to high-speed rail projects, along with design, management and construction experience. The individual will also possess detailed knowledge of applicable codes and international standards related to civil engineering and civil structures.
What You'll Be Doing:
- Lead and develop the rail civil engineering team, providing direction, mentorship, and support.
- Manage, coach, motivate and provide leadership for staff to provide high-quality services and innovative solutions to complex infrastructure design challenges involving multiple stakeholders.
- Act as a Civil Engineering Expert on relevant projects within the program
- Develops Standard operating procedures for the rail tunnels, civils and structures engineering of the program and ensure the wider project team follow them so there is consistency across the program.
- Ensures and assures consistency in the execution of supply chain design and construction in accordance with Client technical requirements.
- Leads design review process to ensure compliance with Client Requirements
- Coordinates technical reviews in support of the Engineer
- Coordinate with other delivery partners, as well as Client, all existing contractors, and future planned procurement of major contractors.
- Plan and implement civil engineering strategies and approaches in accordance with the completed and approved engineering plan.
- Lead the implementation and application of advanced principles, theories, and concepts, ensuring compliance and consistency across the delivery teams.
- Contributes to the development of innovative engineering principles and ideas.
- Leads on unusually complex civil engineering problems and provides solutions that are highly creative, in coordination with project and engineering leads.
- Facilitates partnerships with key stakeholders/organizations impacted by the program.
- Agrees scope, budget and schedule for engineering services in support of Client needs and tracks the completion of work orders.
- Interviews and selects personnel for assignment as required.
- Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
- Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
- Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
- University degree in Civil Engineering from accredited institution, Masters preferred
- Chartered status (or equivalent)
- Minimum 15 years’ experience in design and/or construction of rail projects, preferable HSR.
- Proven experience of working within a complex rail engineering environment with tunnelling, stations, structures and heavy civils.
- Working knowledge with all local and international Railways applicable standards in the field of Civils, Stations, Structures and Tunnels
- Safety Qualification / Awareness Training.
- Very strong oral & written communication skills in English.

- Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
- Ability to manage and work in a team, deliver objectives and targets.
- Strong Contractor Management skills.
