Job Description:
Parsons are seeking an experienced Civil Engineer – Cargo Apron to support construction supervision, engineering review, and field engineering activities on a major airfield development project. This role requires a strong civil engineering background with specialized experience in cargo apron infrastructure, including rigid and flexible pavements, drainage systems, utilities, and airside interfaces.
The ideal candidate will have 10 years of experience delivering large-scale airport or airfield civil works, ensuring compliance with design intent, quality standards, and aviation authority requirements.
What You’ll Be Doing:
- Lead inspection and supervision of cargo apron civil works including concrete and asphalt pavements, subgrade preparation, base courses, and surface finishes.
- Verify workmanship, materials, and construction methods comply with approved drawings, specifications, and relevant airfield standards.
- Identify, document, and track non-conformances, coordinating corrective actions with contractors and project teams.
- Review civil engineering design drawings, calculations, and technical specifications related to cargo apron pavements and airside infrastructure.
- Evaluate contractor shop drawings, temporary works designs, and construction methodologies for compliance with design intent and project standards.
- Provide technical comments, recommendations, and approvals in coordination with design consultants and the project management team.
- Support value engineering reviews and constructability assessments while maintaining safety and operational requirements.
- Provide on-site civil engineering support during construction of cargo apron pavements, aircraft hardstands, service roads, and associated infrastructure.
- Interpret civil and airfield drawings, resolve field issues, and support design clarifications.
- Ensure effective interface coordination between civil works and AGL, utilities, fuel systems, and apron equipment foundations.
- Coordinate daily with contractors, subcontractors, and consultants to align cargo apron works with the overall airfield construction schedule.
- Participate in site meetings, progress reviews, engineering workshops, and technical coordination sessions.
- Maintain clear communication with airport authorities and airside stakeholders.
- Ensure strict compliance with HSE requirements for airside and cargo apron construction activities.
- Identify risks related to heavy paving works and operations within restricted airside zones.
- Support implementation of safety and environmental management plans in line with airport safety management systems (SMS).
- Maintain accurate inspection records, engineering review logs, test results, and punch lists.
- Prepare daily and weekly reports documenting construction progress, engineering issues, and resolutions.
- Review and approve civil method statements, inspection test plans (ITPs), material submittals, and technical queries.
- Oversee construction and testing of rigid and flexible pavements including batching, placement, curing, jointing, and asphalt works.
- Review laboratory and field test results to ensure compliance with design and performance requirements.
- Confirm pavement thickness, strength, and load-bearing capacity meet cargo aircraft operational demands.
- Ensure civil works and engineering reviews comply with ICAO Annex 14, FAA standards, airport authority specifications, and local regulations.
- Support audits and technical reviews by airport authorities and regulatory agencies.
- Ensure contractor compliance with approved designs, safety rules, and quality procedures.
- Provide technical guidance and mentoring to junior engineers and inspectors.
- Promote consistent application of engineering, quality, and safety standards across cargo apron works.
- Foster a collaborative, quality-driven team environment.
What Required Skills You’ll Bring:
- Bachelor’s degree in Civil Engineering or a related discipline.
- Minimum 10 years of experience in civil engineering design review, construction supervision, or inspection on airport or airfield projects.
- Proven experience in engineering review and delivery of cargo apron pavements and airside infrastructure.
- Experience working in operational or restricted airside environments is highly preferred.
- Strong knowledge of airfield pavements, drainage systems, and underground utilities.
- Ability to review and interpret civil design drawings, calculations, and specifications.
- Familiarity with QA/QC procedures, testing protocols, and construction documentation.
- Strong coordination, reporting, and problem-solving skills.
- Ability to manage technical reviews and site activities in parallel under tight schedules.
- Experience in value engineering and constructability reviews for airfield projects.
- Certification in civil engineering inspection, QA/QC, or project management.
- Knowledge of AutoCAD, BIM, or digital design review tools.
- Exposure to international airport standards (ICAO, FAA).
- Experience on large cargo hub or logistics-focused airport projects is an advantage.
- Fluency in written and spoken English; Arabic is an advantage.
