Infrastructure Design Manager (Roads and Utilities)

Parsons is seeking an exceptionally talented Infrastructure Design Manager to join our team in Abu Dhabi. You will guide, advise, and support technical teams in delivering high-quality infrastructure design outputs while ensuring alignment with project objectives, program requirements, and overall delivery strategy. The role also involves establishing and improving delivery systems, tools, processes, and procedures to support PMO and PMC projects across the region.

In addition, you will provide technical oversight on design challenges, constructability issues, design changes, and risk management, ensuring effective and efficient engineering solutions are delivered in line with project goals. The role requires strong leadership in managing complex infrastructure design delivery from concept through tender stage, ensuring quality, timeliness, and compliance with standards.

What You’ll Be Doing:

• Lead the infrastructure design team across all stages of design delivery.

• Manage the design process from concept through to tender stage completion.

• Coordinate with Technical Excellence teams to ensure compliance with design standards and guidelines.

• Develop and manage design briefs, schedules, and delivery timelines.

• Monitor design trends, tools, and technologies to enhance delivery efficiency and quality.

• Ensure design deliverables are completed on time, within budget, and to required quality standards.

• Present design progress and solutions to clients and key stakeholders.

• Manage design resources, including workload planning and allocation.

• Develop and implement design delivery strategies and execution plans.

• Review and incorporate client feedback into design development.

• Coordinate and communicate effectively with project teams and stakeholders throughout the design lifecycle.

• Manage change control and support risk identification and mitigation processes.

• Develop project design delivery programs and resource planning strategies.

• Ensure strong internal coordination across all design disciplines and enforce quality control processes.

• Review design reports, specifications, drawings, and final deliverables prior to submission.

• Manage interface coordination between all disciplines involved in design delivery.

• Prepare weekly and monthly progress reports for Project Directors and clients.

• Support project bidding activities and resource planning for upcoming projects.

What Required Skills You’ll Bring:

• Minimum 15+ years of experience in roads and infrastructure design.

• Strong experience in design delivery within a consultacy

• Excellent communication skills, including report writing and presentations.

• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Microsoft Project).

What Desired Skills Youll Bring:

• Familiarity with Bentley software applications.

• Strong understanding of BIM for roads and infrastructure projects.

• Experience with Primavera, Autodesk Civil 3D, and GIS (Esri) its preferred
