Parsons is looking for an amazingly talented Assistant Resident Engineer - Civil Infrastructure to join our team! In this role you will get to help deliver the island’s core infrastructure—overseeing civil and structural works, coordinating contractors and inspections, and ensuring everything is built safely, on time, and to the required quality standards.
What You'll Be Doing:
Supervise and manage day-to-day construction of civil infrastructure works on the island, including roads, drainage networks, utilities, earthworks, retaining structures, and associated public realm.
Support the Resident Engineer in administering the construction contracts, ensuring works are executed in accordance with approved drawings, specifications, standards, and project requirements.
Oversee construction of roadworks (subgrade, subbase, base, asphalt/paving), pedestrian pathways, cycle tracks, and access roads serving island facilities.
Manage installation and inspection of stormwater and foul drainage systems, manholes, culverts, pumping stations, and outfalls, considering coastal and tidal conditions.
Coordinate and supervise utility works (potable water, irrigation, fire-fighting, electrical, telecommunications, and other services) including trenching, ducting, chambers, and connections.
Review and comment on contractor submissions such as method statements, shop drawings, traffic management plans, and inspection and test plans (ITPs)(ITPs) for civil infrastructure activities.
Monitor construction quality and materials, including aggregates, asphalt, concrete, pipes, ducts, and geotextiles, and witness relevant tests (e.g., compaction, concrete strength, pipe pressure tests).
Work with survey teams to ensure accurate setting out, levels, and alignments for roads, drainage, and utilities in accordance with design.
Coordinate interfaces between different work packages (roads, utilities, structures, buildings, marine works) to avoid clashes and ensure smooth delivery.
Monitor progress against the construction programme, identify potential delays or resource constraints, and recommend mitigation measures.
Manage non-conformance reports (NCRs)(NCRs), site instructions, and technical queries related to civil infrastructure works, and follow up on corrective actions.
Participate in regular site meetings with contractors, consultants, and client representatives, providing technical input and status updates on civil works.
Lead and support safety initiatives on site, including risk assessments and toolbox talks, especially for excavation, lifting, traffic management, and working near utilities.
Assist with inspections and documentation for handover of civil infrastructure assets, including snagging, punch lists, as-built drawings, and operation and maintenance manuals.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering or a closely related discipline.
Relevant experience 12-15 years in construction supervision of civil infrastructure works (roads, drainage, utilities, earthworks), preferably in a site-based engineer or ARE role.
Good knowledge of drainage and utility design concepts, including hydraulic considerations, pipe networks, chambers, and service corridors.
Familiarity with applicable civil engineering standards and codes
Ability to read and interpret civil drawings, longitudinal and cross sections, utility coordination drawings, details, and technical specifications.
Experience implementing quality control and assurance procedures, including ITPs, inspection checklists, and material testing requirements for infrastructure works.
Proven ability to lead and supervise inspectors and junior engineers in a busy project environment.
Strong commitment to health, safety, and environmental compliance, particularly in remote/island and coastal conditions.
Proficiency in MS Office and familiarity with basic project management and document control systems.
What Desired Skills You'll Bring:
Experience delivering civil infrastructure on island, coastal, or marine-related projects (e.g., resort infrastructure, port access roads, causeways, coastal drainage).
Familiarity with utility authority requirements and procedures for design approval, inspection, and asset handover.
Strong problem-solving skills and ability to propose practical, buildable solutions on site that respect design intent, safety, and budget constraints.
Good interpersonal skills and experience mentoring junior staff and inspectors.
Flexibility and adaptability to live and work in a remote island setting, including willingness to adjust to varying site conditions and work schedules.
