Job Description:

Tunnel / Civil Inspector

Dubai - UAE

Parsons is looking for a talented and detail-oriented Tunnel/ Civil Inspector to join our construction supervision team! In this role, you will be responsible for inspecting and supervising activities related to tunnel/gallery construction using TBM/NATM, ensuring compliance with design specifications, quality standards, and safety regulations.

What You'll Be Doing:

  • Assist the Resident Engineer in supervising tunnel/galleries construction activities with its connection to main tunnel including NATM and temporary works for station interfaces, shafts, and associated underground works.

  • Monitor and supervise activities for galleries excavation by NATM in accordance with approved drawings, specifications, design requirements, method statements, excavation sequences, and temporary support arrangements.

  • Monitor NATM excavation cycles, including excavation, scaling, rock support, shotcrete application, rock bolts, lattice girders, steel ribs, wire mesh, fore poling/spiles, drainage, waterproofing, and invert construction verifying that all activities is carried out in accordance with the approved excavation class, support class, geological conditions, and observational method requirements.

  • Coordinate with the Geotechnical and Engineering teams to assess actual ground conditions and ensure that appropriate temporary/permanent support measures are implemented where required.

  • Monitor geological face mapping and review ground conditions encountered during NATM excavation to be aligned with approved design assumption and condition, including rock quality, fractures joints, groundwater levels, weak zones, cavities, and other adverse conditions.

  • Monitor tunnel convergence, settlement, deformation, crown movement, face stability, and other instrumentation and monitoring parameters during NATM activities.

  • Coordinate with the Instrumentation & Monitoring (I&M) team to ensure monitoring data is reviewed against approved trigger, alert, and action levels.

  • Monitor shotcrete application, including surface preparation, thickness, reinforcement/fibre requirements, design mix requirements, rebound control, curing, and testing.

  • Monitor installation of temporary support systems in accordance with approved designs and sequence.

  • Inspect and verify excavation profiles, overcut/undercut, tunnel/gallery alignment, chainage, level, and excavation dimensions in coordination with the Survey Team.

  • Monitor gallery excavation, including setting out, pilot excavation, enlargement, scaling, temporary support, shotcrete, steel ribs, waterproofing, reinforcement, and permanent concrete lining.

  • Coordinate gallery excavation activities in parallel with advanced TBM to ensure safe interface between teams to avoid conflicts with tunnel operations.

  • Monitor ground conditions and water ingress during gallery excavation and ensure appropriate temporary support and dewatering measures are implemented.

  • Inspect gallery/station headwall connections to the main tunnel, including openings, structural interfaces, reinforcement continuity, waterproofing, drainage, and final lining.

  • Coordinate with the Structural, Geotechnical, Survey, I&M, and Design teams to resolve technical issues encountered during gallery construction.

  • Ensure that gallery construction, excavation, support installation and survey data inspection records, and as-built documentation are properly produced and maintained.

  • Monitor and supervise TBM activities associated with station approach, station interface (Break In, Breakthrough and Break Out), installation of (seal ring, cradles, and push frame) as well for the preparation required at retrieval/launching shafts for TBM assembly/disassembly operations where it applicable.

  • Monitor TBM dismantling, assembly, lifting, lowering, shifting, and positioning activities within station areas and ensure compliance with approved method statements and lifting plans.

  • Monitor potential risks associated with TBM operations adjacent to or beneath station structures and coordinate with Geotechnical and I&M teams for appropriate monitoring.

  • Review daily reports for NATM gallery excavation, survey, I&M reports and testing documentation.

  • Review shop drawings, method statements, temporary works proposals, design submissions, technical proposals, ITPs, and construction-related correspondence.

  • Provide technical guidance to the Contractor to ensure compliance with approved drawings, specifications, construction methodology, quality requirements, and HSE standards.

  • Coordinate with Design, Geotechnical, Structural, Survey, I&M, QA/QC, HSE, and Construction teams to resolve technical and construction issues.

  • Monitor construction progress and coordinate with Contractor Engineers regarding resources, manpower, equipment, sequencing, work fronts, and planned production.

  • Identify non-conforming works and coordinate the issuance and closeout of observations, NCRs, RFIs, and corrective actions.

  • Participate in and lead technical, coordination, progress, interface, and construction meetings with the Contractor, Subcontractors, Design Team, Authorities, and other stakeholders.

What Required Skills You'll Bring:

  • Bachelor’s degree in civil engineering or a related field from an accredited institution.

  • Minimum of eight (8) years of experience in construction supervision, with at least four (4) years on TBM tunnel/gallery operations within large scale tunnel/infrastructures projects.

  • At least one tunnel/gallery project completed from the start till completion stage.

  • Excessive Knowledge of NATM operation sequence is mandatory.

  • Familiarity with quality assurance and quality control (QA/QC) procedures, including inspection test plans (ITPs) and material testing.

  • Proficiency in reading and interpreting shop drawings, specifications, and technical documents.

  • Excellent attention to detail and ability to identify non-conformances in TBM operation and sequence and defects in precast installed segments.

  • Strong organizational skills to maintain accurate records and documentation.

  • Proficiency in using computer software for reporting and record-keeping.

  • Good written and verbal communication skills in English.


What Desired Skills You'll Bring:

  • Previous experience working on metro rail or large-scale tunneling projects is highly desirable.

  • Experience in the UAE/GCC region with knowledge of local regulations and standards is preferable.

  • Strong interpersonal skills to effectively collaborate with contractors, engineers, and other stakeholders.

  • Commitment to promoting a safety-first culture in TBM operation.

  • Ability to work under pressure and meet tight deadlines while maintaining high-quality standards.
