Job Description:
Parsons is looking for an amazingly talented Training & Curriculum Senior Manager to join our team! In this role you will get to execute the design, development, and implementation of technical training curriculum, learning content, training programs, and educational solutions. The role will be responsible for the successful positioning and execution of the holistic training academy. This role will partner with key Subject Matter Experts and will ensure that the technical training framework aligns with the needs of the business. This role supervises a team of Training Delivery and Learning Design specialists to achieve the vision and outcomes of the training academy.
What You'll Be Doing:
- Leads and inspires the Health, Safety, and Wellbeing culture on the project, and empowers the Team to execute on health/safety/wellbeing initiatives.

- Manages the team’s deliverables through effective leadership by setting individual objectives, managing performance, and developing the team to maximize performance.
- Develop and execute a forward-thinking training and curriculum strategy to meet organizational objectives and workforce needs, ensuring alignment with business needs and skills and capabilities required across the Development Organization.
- Lead, coach, and manage a core team of training specialists and learning content creators, fostering a culture of best practice, continuous improvement, instructional design leadership and professional growth.
- Oversee the creation of innovative training materials and programs that are engaging and effective for diverse employee groups within the Integrated Development Organization, incorporating adult learning principles, and various instructional methods such as micro-learning, simulations, case studies, scenario-based learning, gamified checkpoints and storytelling.
- Drive collaboration with Subject Matter Experts (SMEs) and functional leaders to develop tailored training solutions that address specific functional needs and align with agreed skills and capabilities of the business.
- Establish metrics for success by defining key performance indicators (KPIs) to evaluate the effectiveness of training, conduct training needs assessments to identify skill gaps and training requirements across functions.
- Monitor and evaluate the effectiveness of training programs through participant feedback, assessments, and performance metrics; ensure alignment with the competencies established in the framework.
- Collaborate closely with key Stakeholders, including People and Culture, Development Marketing, Corporate Learning & Development, IT, Procurement and other Development functions to ensure alignment with approved learning systems, technology, learning language, job family frameworks and learning policies and process.
- Oversee training budget, ensuring effective allocation of resources as required to maximize training impact and efficiency in accordance with organizational goals.
- Oversee endorsed learning platforms and technology to enhance training delivery and accessibility for all employees, ensuring learning spaces and curriculum align with business needs and organizational frameworks.
- Provide regular reports to senior management on training outcomes, participant feedback, and areas for improvement.
- Manage and drive learning standards, including the set up and operation of Learning Subject Matter Expert forums within the Delivery Organization and participation with active Learning Communities.
- Work collaboratively across our People and Culture teams, playing a key role in supporting people initiatives that drive positive business outcomes, including Performance, Continuous Improvement, inductions and Saudi Labor Law requirements.
- Engage external partners, such as delivery partners, industry experts and vendors, to enrich learning experiences or provide required expertise
What Required Skills You'll Bring:
- Bachelor’s degree in Human Resources, Education, Adult Learning, Business Administration, Educational Technology, Psychology, or a related field is preferred.
- 12 – 15 years relevant experience in a training, educational, instructional design, learning and development, training and compliance or organizational development role.
- Diverse experience working within mega/large scale complex design, development, or construction programs across private and/or government sectors would be highly advantageous.
- Proven record of leading teams, and working with internal and external stakeholders, to drive strategic initiatives within a large, multi-functional organization.
- Ability to align learning and development with organizational goals and strategies and create learning solutions that build technical and behavioral performance.
- Experienced in creating a culture of flexibility and adaptability in responding to changing business requirements.
- High level of integrity, drive and intellectual curiosity is vital.
- Demonstrated expertise in managing and prioritizing team workloads, with a strong business-focus and being driven by deadlines.
- Outstanding written, verbal and visual communication skills to effectively articulate ideas, strategies, and project performance to a range of audiences.
- In-depth knowledge of enterprise-level management software, knowledge management software, learning technologies (including LMS or LXP) and similar systems to track, plan and deliver training-related initiatives and projects.
- Demonstrated leadership skills to set clear goals, motivate teams, and deliver results.
- Experience in the development, implementation and management of policies and procedures, preferably in the training, learning and compliance context.
- Ability to thrive in a demanding environment and deliver challenging goals and objectives using industry knowledge to aid decision making.
- Ability to work collaboratively in a team environment and across multiple departments.
- Knowledge of industry-specific regulations, standards, and best practices such as talent management systems, training needs analysis and competency modeling tools.
What Desired Skills You'll Bring:
- Professional Certifications (if required) Certifications such as SHRM-SCP, SPHR, APTD, CPTM, CPID, Kirkpatrick Four Levels, Train the Trainer or Coaching would be advantageous.
- Previous KSA or Middle East experience would be preferred.
