Job Description:

Parsons is looking for an amazingly talented Traffic Engineering Specialist to join our team! In this role, you will be a key contributor to a major metropolitan traffic project in Riyadh, Saudi Arabia. You will be helping evaluate the client’s road mobility network and develop strategies, plans, and design improvements that promote better mobility and safety across the city.

You will work with minimal day-to-day instruction to deliver a broad range of traffic engineering outputs, including studies, concept plans, guidelines, technical specifications, and operational analyses. Your work will span traffic signal design and operations, signing and pavement markings, pedestrian studies, multimodal strategies, and intelligent transportation systems, ensuring that our recommendations are technically sound, implementable, and aligned with agency standards.

What You’ll Be Doing:

  • Support network, corridor, and intersection assessments, including capacity, delay, queueing, and safety reviews for key arterials, intersections, and expressway ramps.
  • Develop and review traffic signal timing concepts, phasing plans, and coordination strategies, including support for adaptive signal control and active traffic management concepts.
  • Prepare and review traffic signing and pavement marking concepts, lane-use arrangements, and channelization layouts consistent with applicable standards and client preferences.
  • Contribute to pedestrian and vulnerable road user assessments, including crossing treatments, signal timing for pedestrians, and accessibility considerations in urban and suburban contexts.
  • Support the development of multimodal strategies that integrate private vehicles, public transport, pedestrians, and other modes within a unified traffic management framework.
  • Assist in the definition and evaluation of ITS-based solutions (e.g., detection, CCTV, traveler information, enforcement technologies) that support improved traffic operations and safety.
  • Perform traffic operational analyses using appropriate tools and datasets to test improvement scenarios and support recommendations for optimizing traffic operations.
  • Prepare clear, well-structured technical materials including studies, concept plans, design notes, guidelines, and technical specifications that can be adopted by the client agency and its partners.
  • Contribute to the development and refinement of agency documentation (standards, procedures, and SOPs) that define how traffic engineering and operations decisions are made and implemented.
  • Coordinate with internal specialists (signals, ITS, safety, multimodal, enforcement) and external entities (consultants, contractors, O&M providers, interfacing agencies) to ensure traffic engineering inputs are consistent and buildable.
  • Support the preparation of figures, exhibits, and presentations for technical reports, stakeholder meetings, and decision forums.
  • Participate in workshops and review sessions with the client and other stakeholders to explain analyses, review options, and refine preferred solutions.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Urban/Transport Planning, or a closely related field.
  • Minimum 5 years of practical experience in traffic engineering and transportation, preferably working with or for public transportation/road agencies.
  • Broad experience across key areas of traffic engineering, including traffic signal design and operations, signing and pavement marking, intersection and corridor operations, and safety-focused improvements.
  • Familiarity with pedestrian and multimodal considerations, including crossing design, pedestrian timing, and integrating public transport and active modes into traffic operations.
  • Exposure to intelligent transportation systems and technology-enabled strategies for monitoring, managing, and improving traffic operations.
  • Demonstrated ability to work with minimal day-to-day instruction, taking ownership of assigned tasks from problem definition through to documented recommendations.
  • Experience preparing technical materials such as traffic studies, concept plans, design notes, guidelines, and technical specifications in a format suitable for agency adoption.
  • Competence in using traffic engineering and analysis tools (such as Synchro, SIDRA, HCS, or similar) and working with traffic data to support operational assessments.
  • Strong written and verbal communication skills in English, with the ability to explain technical issues clearly to both technical and non-technical stakeholders.
  • Ability to work effectively in a multi-disciplinary, multi-cultural environment, managing priorities across several assignments in a program setting.

What Desired Skills You’ll Bring:

  • Experience supporting large metropolitan or national transportation agencies on traffic engineering, traffic management, or road safety programs.
  • Familiarity with international and regional traffic engineering standards and guidance, and the ability to adapt them to local context.
  • Experience contributing to the development or rollout of agency standards, operating manuals, or SOPs related to traffic engineering and operations.
  • Professional registration/certification (e.g., PE, CEng, PTOE, or equivalent) is an advantage.
  • Communication skills in Arabic are desirable but not required.
