Parsons is looking for an amazingly talented Testing and Commissioning Manager to join our team! In this role you will get to ensuring that all systems and infrastructure for airport projects are tested, validated, and commissioned to meet the highest standards of safety, performance, and regulatory compliance.

This role involves leading a team through the complex process of system validation and overseeing the transition from construction to operational readiness, ensuring the successful delivery of the project.

What You'll be Doing;

• Develop and implement detailed testing and commissioning plans for all systems and equipment involved in the airport infrastructure project, including electrical, mechanical, fire safety, security, communication, and automation systems.
• Coordinate with project teams to schedule and plan testing and commissioning activities in alignment with the overall project timeline.
• Lead and manage the testing and commissioning team, ensuring clear roles and responsibilities, as well as effective coordination across various disciplines.
• Liaise with contractors, subcontractors, engineers, and vendors to ensure all equipment and systems are tested and commissioned according to project specifications and industry standards.
• Oversee and manage the testing of all systems to ensure they function as per the design, specifications, and performance requirements.
• Conduct inspections, tests, and evaluations of the completed installations to verify they meet all relevant safety, quality, and performance standards.
• Ensure that all testing is documented thoroughly and complies with all regulatory requirements and client specifications.
• Supervise the final commissioning process to ensure the systems are ready for operation, including validating that all components are functioning correctly.
• Ensure that the commissioning process is compliant with relevant international, national, and local standards for airport systems.
• Oversee the creation and execution of pre-commissioning, commissioning, and performance tests to ensure the system meets functional and operational requirements.
• Establish and enforce quality assurance protocols for all testing and commissioning procedures, ensuring that work meets the highest standards.
• Monitor the quality of installation, testing, and commissioning work to identify any deficiencies and ensure corrective actions are taken in a timely manner.
• Develop, implement, and track KPIs for testing and commissioning processes to ensure consistency and high-quality results.
• Identify potential risks or issues during testing and commissioning and proactively work with project teams to mitigate them.
• Address any problems or delays in testing and commissioning promptly, providing solutions to ensure the project remains on schedule.
• Manage and resolve any technical or procedural challenges that may arise during the commissioning phase.
• Ensure accurate and timely documentation of testing and commissioning activities, including test reports, certificates, and compliance records.
• Prepare and present commissioning progress reports, highlighting key milestones, risks, and issues to senior management and stakeholders.
• Ensure all testing and commissioning records are maintained for future reference, audits, and regulatory purposes.
• Coordinate with project stakeholders, including the client, to provide updates on testing and commissioning progress and any issues encountered.
• Oversee the handover process from construction to operation, ensuring that all systems are fully operational and that all documentation is provided to the client for operational use.
• Manage the final acceptance process, ensuring that all required approvals and certifications are obtained before project close-out.

What Required Skills You'll Bring;

• Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, or a related field. Master’s degree or certifications in project management or related areas is a plus.
• Minimum of 8 years of experience in testing and commissioning for large-scale infrastructure projects, with at least 3 years in the airport or transportation sector
• Proven experience in managing the commissioning of complex systems such as electrical, HVAC, fire safety, security, communication, and automation systems in airport environments.
• In-depth knowledge of testing and commissioning procedures, methodologies, and industry standards
• Strong understanding of airport infrastructure, systems, and operational requirements
• Ability to interpret technical specifications, design documents, and project plans
• Excellent leadership, organizational, and project management skills
• Proficiency in the use of testing equipment and commissioning tools.
• Strong problem-solving abilities, with a focus on delivering solutions to meet project timelines and quality standards.
• Excellent communication and interpersonal skills for coordinating with internal teams, contractors, and clients.

What Desired Skills You'll Bring;

• Project Management Professional (PMP) certification or similar.
• Knowledge of airport-specific standards and regulations (e.g., ICAO, FAA, NFPA).
• Experience with integrated building management systems (BMS) and other complex systems within airport environments.
• Familiarity with commissioning management software and tools.
