Job Description:

Parsons is looking for an amazingly talented Testing and Commissioning / Handover Manager to join our team! In this role you will get to oversee the testing, commissioning, and handover phases of the project to ensure all systems and equipment are operational, meet safety and quality standards, and are ready for client acceptance.

This role requires strong technical expertise, a thorough understanding of commissioning processes, and excellent project management skills to ensure a seamless transition from construction to operation.

What You'll be Doing;

  • Oversee the entire testing and commissioning process, ensuring systems and equipment are properly tested in accordance with design specifications and regulatory standards.
  • Develop and implement commissioning plans, schedules, and procedures for all systems and equipment.
  • Manage the coordination of all testing activities, ensuring that testing is carried out on time and within budget.
  • Manage the handover process from construction to the client, ensuring that all documentation, certificates, and manuals are complete and in order.
  • Ensure that all systems, equipment, and facilities meet operational, safety, and quality standards before handover.
  • Coordinate with various stakeholders (e.g., contractors, engineers, clients) to ensure smooth transition during handover and completion of all final inspections and approvals.
  • Liaise between the project management team, commissioning teams, and clients to ensure proper alignment of goals, timelines, and expectations.
  • Ensure that all commissioning activities are completed efficiently and that any issues or concerns are addressed promptly.
  • Work closely with contractors and subcontractors to ensure compliance with all relevant specifications and standards.
  • Ensure that all testing and commissioning procedures meet both project-specific requirements and industry standards.
  • Oversee the preparation and submission of testing and commissioning documentation, including reports, checklists, and certifications.
  • Monitor the implementation of corrective actions for any discrepancies identified during the testing and commissioning phase.
  • Identify and mitigate any risks or challenges that may arise during the testing, commissioning, or handover process.
  • Address technical issues promptly and provide solutions to ensure minimal disruption to project timelines and budgets.
  • Ensure all safety protocols are followed during testing and commissioning activities.
  • Maintain clear and continuous communication with internal teams, clients, and external contractors regarding testing, commissioning, and handover status.
  • Prepare and present regular progress reports to senior management and stakeholders regarding testing, commissioning, and handover milestones.
  • Ensure that all project team members are kept informed of any changes or updates related to testing and commissioning activities.

What Required Skills You'll Bring;

  • A degree in Engineering (Mechanical, Electrical, Civil, or a related field) is preferred. Relevant certifications in testing and commissioning are a plus.
  • Minimum of 10 years of experience in testing, commissioning, or project management, with at least 3 years in a managerial role.
  • Proven experience managing the testing and commissioning phases of large-scale construction or infrastructure projects.
  • Experience in handover processes and ensuring all relevant documentation is completed and approved.
  • Strong knowledge of testing and commissioning procedures and industry standards.
  • Excellent project management skills, with the ability to manage timelines, budgets, and resources effectively.
  • Familiarity with relevant health, safety, and environmental regulations.
  • Strong organizational and documentation skills, with the ability to prepare detailed reports and project documentation.
  • Excellent communication and interpersonal skills, with the ability to work effectively with internal teams, contractors, and clients.

What Desired Skills You'll Bring;

  • Certification in Testing and Commissioning or Project Management (e.g., PMP, NEBOSH).
  • Experience with commissioning of complex systems or critical infrastructure (e.g., HVAC, electrical, mechanical systems).
  • Strong leadership abilities with experience managing cross-functional teams.
  • Ability to handle multiple priorities in a fast-paced environment.
  • Knowledge of commissioning software and tools.
