Job Description:

Parsons is looking for an amazingly talented Temporary Operations Manager to join our team!

The Temporary Operations Manager oversees and coordinates operational activities during commissioning, developing and revising the Rail Safety Rule Book including Temporary Operations Plan and all subsequent Temporary Standard Operating Practices (TSOPs) during construction and commissioning activities. TSOPs include but are not limited to Train (LRV / RRV) movement, Access control and key management, Electrical Isolations and LOTO management, Communication Protocols, Permit to Work systems and Emergency procedures, including all training and implementation.

What You'll Be Doing:

  •   Own and implement the Rail Safety Rule Book, Temporary Operations Plan understanding project contractual responsibilities and Canadian standards, laws and best practices. 

  •  Implement rail safety rules including safety documentation, safety training, forms and procedures throughout the commissioning phase of the project for electrical isolation, permit to work, LRV movement, dynamic testing 

  • Identify any operational hazards for LRV movement (slow speed and high speed), traction power energization for yard, storage and mainline and develop and implement appropriate safety controls, procedures, plans and precautions (hierarchy of control) to control these hazards. 

  • Implement speed limits for LRV dynamic movements on mainline alignment, yard, traffic intersections during dynamic testing phase 

  • Understand the difference between the roles of a safety team and temporary operations team.

  • Implement and manage a permit office and day to day processes of control and reporting. 

  • Manage Temporary Operations Office (TOO) with project testing operations. 

  • Manage project progress of commissioning and trial running with safe best practices. 

  • Manage train drivers, isolation team, track access and flaggers to not delay commissioning activities.

  • Work with the T&C safety advisor and project safety team in clear communication of testing needs and impacts.

  • Implement a project control process of competency-based access and communication.

  • Understand construction and commissioning demands and testing impacts within the processes.

  • Understand communication protocols between staff, project safety and public interfaces. 

  • Work closely with railway operations in the development of O&M, training ready for handover of a completed LRT.

    Day to Day activities:

  •  Coordinate real-time activities on site during testing. 

  • Chair pre-start safety briefing, Sun-Up and Sun-Down meetings during dynamic testing, energization events

  • Manage and lead all temporary rail operations resources throughout the commissioning phase

  • Prepare and participate in the weekly coordination meetings.

  • Carry out the tasks involved in running the TOO.

  • Draw up a time/space diagram of the site's activities when required.

  • Write and maintain temporary operation procedures and templates (i.e. for PTW request forms).

  • Analyze all requests concerning site resources (geographical area, electricity, driver etc).

  • Establish the daily Line operational status.

  • Validate PTW requests and issue authorizations for various operations on site (works, tests, visits, etc.).

  • Manage incidents identified during real-time tests, with the help of subcontractors.

  • Manage relations on real-time basis with various external bodies (City, Fire brigade, Police, etc.).

  • Manage keys to technical rooms and cabinets within his/her perimeter, access (and the relevant authorization), and coordinating isolation or track possession with subcontractors.

  • Monitor people authorized to access the line, including (legal) training on the specific hazards of the site (during the test period, electrical hazards and traffic-related hazards must be indicated to those involved).

  • Accountable for inspection of the entire line every day to remove any obstructions on the track.

  • Accountable for being on-call during test hours. 

  • Coordinate testing activities with the Isolation Manager. 

What Required Skills You'll Bring:

  • Bachelor's Degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 3+ years of experience in field construction is required.
  • Proven experience in managing LRT operational activities like dynamic testing, traction power isolations, train movement, access controls and competencies around these activities. 
  • Comprehensive knowledge of hazard management and safety mitigation during LRV movement, electrical energization, isolation events
  • Minimum of 5 years of proven experience in temporary operations during testing and commissioning within railway systems.
  • Strong technical knowledge of applicable Canadian railway / operations/ Electrical rules and standards.
  • Commitment to Safety: The Temporary Operations Manager plays a crucial role in ensuring high-quality, safe results throughout the project.
  • Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions
