Job Description:

Parsons is looking for an amazingly talented Technical Director to join our team!
In this role, you will get to provide technical leadership and strategic oversight for the design and engineering delivery of large-scale highways and roads infrastructure programs across Saudi Arabia. You will act as the senior technical authority, ensuring engineering excellence, compliance with standards, and the successful integration of design across complex, multi-disciplinary infrastructure projects.

This role is focused on design governance, technical assurance, and engineering leadership, supporting major highway corridors, expressways, interchanges, and road networks from concept through detailed design and construction support.

What You’ll Be Doing:

• Acting as the senior technical authority for highways and roads infrastructure projects, providing leadership across all design and engineering disciplines.

• Leading and overseeing the planning, development, and delivery of highway and road designs across all project phases, including concept, preliminary, detailed design, and construction support.

• Managing and coordinating multi-disciplinary engineering teams, including roadway, structures, drainage, utilities, traffic, ITS, and interfaces.

• Establishing and enforcing technical standards, design criteria, procedures, and assurance processes for highways and roads programs.

• Reviewing and approving design deliverables to ensure compliance with client requirements, Saudi standards, Parsons’ quality systems, and best engineering practices.

• Working closely with Program Directors and Project Managers to ensure design solutions align with scope, schedule, budget, and constructability requirements.

• Providing technical leadership in resolving complex engineering challenges, risks, and interfaces associated with large-scale road and highway networks.

• Guiding and overseeing the work of design consultants, ensuring technical compliance while maintaining appropriate professional accountability.

• Supporting business development and pre-contract activities by acting as a technical advisor during bids, proposals, and client presentations.

• Contributing to the development of technical strategies, innovation initiatives, and continuous improvement in highways and roads design delivery.

• Engaging with clients, authorities, and stakeholders on technical matters, representing Parsons at senior technical forums and reviews.

• Mentoring and developing technical talent within the organization, strengthening long-term engineering capability.

What Required Skills You’ll Bring:

• Bachelor’s degree in Civil Engineering or a related engineering discipline.

• Typically 15+ years of experience in highways and roads infrastructure design and engineering.

• Proven experience providing technical leadership on large-scale highways, expressways, interchanges, and major road corridor projects.

• Strong background in design management and engineering governance for complex infrastructure programs.

• Comprehensive understanding of Saudi Arabian design standards, specifications, and regulatory requirements for highways and roads.

• Demonstrated ability to lead and coordinate multi-disciplinary engineering teams and external design consultants.

• Strong technical judgment with the ability to balance design excellence, constructability, cost, and schedule considerations.

• Excellent communication, presentation, and stakeholder engagement skills.

• Experience operating in a client-facing, consulting environment on major infrastructure programs.

• Chartered Engineer status or equivalent professional registration.

What Desired Skills You’ll Bring:

• Master’s degree in Engineering or a related discipline.

• Experience working on government-led or giga-scale infrastructure programs in Saudi Arabia.

• Exposure to smart mobility, digital engineering, and sustainable highways design practices.

• Experience supporting bids and proposals for large highways and roads infrastructure programs.

• Strong understanding of sustainability principles and their application to highways and transportation infrastructure.

• Ability to operate effectively in complex, fast-paced, and evolving program environments.
