Technical Director – Environmental Assessment and Preliminary Design

Greater Toronto Region

We’re reinventing our Greater Toronto Civil infrastructure team. Come be a part of our culture of empowerment and collaboration in the critical infrastructure unit. Parsons is a recognized firm in the planning and design of transportation projects in the Region. We are looking for an Environmental Assessment (EA) & Preliminary Design (PD) Lead to help grow our business in the GTA and Ontario.  As part of the Roads and Highways Group the successful candidate will have hands-on project management experience for Ministry of Transportation (MTO) and Regions/Municipalities doing EA and preliminary design on roads and highway widening and/or interchange modifications.  In this role, you will manage the overall EA & PD portfolio on both MTO and municipal projects. And play a key role in growing our EA & PD business.  We are currently working for the MTO and multiple Regions and want to take advantage of the relationship to expand our EA and PD team and portfolio. 

Supported by a strong design team of transportation engineers, roadway designers and environmental planners the Technical Director – Environmental Assessment & Preliminary Design will be managing EA and Preliminary Design projects upon award.  Leading and overseeing the planning, implementation, and management of environmental assessment and preliminary design projects this role ensures that all projects comply with environmental regulations and sustainability standards which promoting environmentally responsible practices in all planning processes.  This position requires strong leadership, project management and technical expertise in environmental planning and preliminary design.

Experience with the Class EA processes at both municipal and provincial levels, strong understanding of environmental constraints, impact assessments and mitigation strategies, together with the ability to manage multi-disciplinary studies and coordinate with stakeholders is required.   This includes Implementation of public consultation programs, the analysis and evaluation of alternatives, and documentation of the planning process.

This position will lead and manage a design team during the preliminary design phase requiring familiarity with preliminary design standards (MTO, TAC) and regulations and provide guidance, and support to design engineers.   Work closely with clients and stakeholders and ensure that all preliminary the design concepts meet technical, safety,  corridor planning,  environmental and regulatory standards. The Preliminary Design Manager for Highways is responsible for overseeing the preliminary design of highway projects, including road alignments, junction design, drainage systems, earthworks, and other associated elements.

The position can be based in one of our three major offices, with the option of office/remote flexible hybrid work arrangement.

Key Responsibilities

  • Highway Design Expertise: In-depth knowledge of highway design principles, including road geometry, traffic management, alignments, corridor planning, drainage systems, earthworks, and pavement design.

  • Environmental Planning Expertise:  Knowledge of environmental requirements, policies and best practices to ensure compliance with provincial regulations and EA approvals.

  • Project Management: Strong project management skills, including the ability to manage multiple projects simultaneously, allocate resources efficiently, and meet deadlines.

  • Leadership: Proven ability to lead and motivate a diverse design team, fostering a collaborative environment while ensuring technical excellence. Supervise staff, including providing training, performance reviews and professional development opportunities. Development and manage budgets, resources, and timelines for projects.

  • Communication Skills: Excellent verbal and written communication skills, with the ability to engage with a wide range of stakeholders and present technical concepts clearly.

  • Problem-Solving: Strong analytical and problem-solving skills, with the ability to resolve complex technical issues and make critical decisions.

  • Knowledge of Standards: Familiarity with relevant design standards (e.g., MTO, TAC or regional guidelines), class EA environmental requirements.

  • Software Proficiency: Proficiency in design software such as AutoCAD, Civil 3D, MicroStation, or similar, along with familiarity with project management tools like MS Project would be an asset.

What Required Skills You’ll Bring

  • Bachelor’s degree in Civil Engineering or related field

  • 12+ years of experience delivering major/significant EA and PD projects.

  • Hands-on project management experience for major MTO EA & PD projects

  • Registered Professional Engineer

  • Proven background of leading multidisciplinary design teams on challenging, high-profile projects
