Job Description:

Stakeholder Manager (Infrastructure - Utilities)

Dubai, UAE

The Senior Stakeholder Manager – Utilities will be responsible for leading all stakeholder coordination and utility approvals across projects in Dubai and the wider UAE. The role requires full technical understanding of wet and dry utilities, deep familiarity with authority requirements (including DEWA, RTA, and Dubai Municipality), and proven experience managing NOC processes. The successful candidate will act as the primary interface between the Client, regulatory authorities, utility providers, and the internal project team to ensure timely approvals and seamless project delivery.

What You'll Be Doing:

  • Lead and manage relationships with all relevant stakeholders, authorities, and service providers to obtain utility approvals and NOCs.

  • Act as the focal point for all utility-related coordination, including wet and dry services.

  • Maintain full awareness of all developer submissions and approval requirements.

  • Liaise closely with regulatory agencies and Client teams to secure timely approvals and clearances.

  • Establish and implement a comprehensive stakeholder management and communication plan, including defined escalation protocols.

  • Stay fully abreast of authority requirements, including but not limited to: RTA, DEWA, Dubai Municipality (DM), Etisalat, du, DUSUP, GHD, SRTA, SEWA, FEWA, RAKWA, RAK Municipality, MOEI, and other relevant entities.

  • Set up and manage NOC trackers to monitor submission status, identify risks, and ensure timely interventions.

  • Support the project team in securing all required approvals and utility clearances.

  • Monitor progress of drawings, documents, and technical submissions related to NOCs.

  • Coordinate with Client representatives (internal and external) and government offices for technical queries and issue resolution.

  • Track all utilities NOCs and ensure completion in line with project schedules.

  • Regularly review project schedules to identify potential delays or deviations related to approvals.

  • Participate in design coordination meetings and recommend improvements related to utilities and authority requirements.

  • Coordinate and collect information from authorities, third-party consultants, and contractors for technical queries, reporting, and submissions.

  • Prepare weekly and monthly progress reports related to stakeholder coordination and NOC status.

  • Attend project meetings and actively follow up on outstanding actions.

  • Perform other duties associated with this position as required.

What Required Skills You'll Bring:

  • Bachelor’s degree preferably in Civil and/or any Engineering, Construction Management, or a related field.

  • Minimum of 10 years’ experience in a Stakeholder Management or NOC Coordination role within Dubai or the UAE.

  • Strong experience in large-scale infrastructure, utilities, and landscape projects.

  • Proven hands-on experience dealing with Dubai authorities and their NOC systems, particularly DEWA, RTA, and DM.

  • Excellent oral and written communication skills in English; Arabic is an advantage.

  • Valid UAE driving license and own vehicle (role requires frequent travel to authority offices).

  • In-depth knowledge of wet and dry utility systems and authority approval processes.

  • Strong understanding of engineering and construction workflows and regulatory frameworks.

  • Proven ability to manage multiple stakeholders and complex approval interfaces.

  • Excellent coordination, negotiation, and problem-solving skills.

  • Proficiency in CAD and standard engineering/construction software tools.

  • Strong reporting, tracking, and documentation management skills.

  • Ability to perform in a supervisory or lead coordination capacity on major projects.

  • High level of organization, accountability, and attention to detail.
