Job Description:

Parsons is looking for an amazingly talented Stakeholder Engineer (Saudi National) to join our team! In this role you will coordinate with the Program team to ensure effective coordination and smooth approvals from all stakeholders.

What You'll Be Doing:

  • The Stakeholder Engineer is part of the PMO team and will be providing all necessary assistance concerning stakeholder related works under the guidance of the Integration Manager. The incumbent will be responsible for:
  • Coordinating and liaising with all Stakeholders, Authorities, Consultants and Contractors.
  • Arranging meetings and workshops, preparing presentations and minutes of meetings.
  • Assisting with the preparation and review of document submissions to Authorities, following up submissions and providing feedback to the team for any actions required.
  • Documenting and tracking all incoming and outgoing submissions, and related correspondence.
  • Administration of the handover process of Roads Contracts with the relevant Authorities and Stakeholders, including coordination, documentation, meetings, inspections, approvals and No Objection Certificates.
  • Preparation of reports, manuals and guideline documents pertaining to specific handover and stakeholder issues as required by the Client.
  • Providing support to the Program team to oversee the handover process of the contracts.
  • Attend meetings as necessary for all types of projects, keep track and records of all required actions from Stakeholders, and follow up on progress as required.
  • Liaise with Key Stakeholders and Authorities to ensure a smooth handover of assets on completion of works.
  • Provide handover and stakeholders input to weekly / monthly reports.
  • Inform the Integration Manager of any potential delays, or other issues in the project completion or milestones due to stakeholder related issues.
  • Provide support for the PMP and PQP plans that are applicable to both Internal and External Stakeholders; ensuring that stakeholders are fully aware of all necessary information, and to ensure alignment and integration of all related systems and processes.
  • Facilitate structured communication between workstreams, client RCRC departments, internal and external stakeholders.
  • Responsible for defining each stakeholder group needs and use this understanding to develop relevant communication and engagement initiatives.
  • Manage and help organize focus groups of companies, businesses and governmental departments.
  • Assist with the development of RACI Matrices for all internal and external stakeholders.
  • Provide Integration Manager with support to guide and enhance the stakeholder understanding for new processes and technologies for the program.
  • Maintain continued professional development for professional growth, and future opportunities.

What Required Skills You'll Bring:

  • 10 years minimum of experience, 5 years of which should have been fully focused on Stakeholder Management.
  • Bachelor’s Degree in Engineering, or similar.
  • Culturally aware with prior senior stakeholder engagement on large scale programs with multiple internal & external stakeholders.
  • Ability to work collaboratively with a diverse group of internal and external stakeholders, including experience of working with major stakeholders, e.g. Amana, Green Riyadh, SEC, NWC, SWCC and others.   
  • Knowledge of Saudi Arabian regulations and standards.
  • Proven ability to work to tight deadlines within a changing environment.
  • High attention to detail and eye for excellence.
  • Strong interpersonal and communication skills, oral and written including presentation competency.
  • Excellent judgment, assertiveness and diplomatic skills. 
  • Demonstrated ability in managing conflict in high-pressure situations.
  • Fluent in English both written and spoken, with an excellent capability in technical report writing as well as oral and written communication skills.  
  • Ability to work with minimal supervision.
  • Professional level use of MS Office Suite.
