Job Description:

QHSE Manager

Abu Dhabi, UAE

Parsons is looking for an amazingly talented QHSE Manager to join our team! In this role, you will be  to support the construction supervision team in ensuring compliance with safety, health, environmental, and sustainability standards. The QHSE Manager reviews contractor plans, conducts site visits, leads meetings, and performs audits to ensure adherence to approved plans and regulations, including Etihad Rail and Abu Dhabi standards.

What You'll Be Doing:

  • Develop and maintain QHSE and Sustainability plans, programs, and reports for design, office, and project activities.

  • Provide technical support, supervision, and training to QHSE teams.

  • Ensure compliance with ISO 9001 standards and lead audits, reporting, and quality system development.

  • Monitor sustainability and environmental compliance with regulations and Estidama requirements.

  • Conduct safety audits, review contractor plans, and ensure compliance with standards.

  • Oversee material submittals and method statements for sustainability and specification compliance.

  • Investigate accidents, identify root causes, and guide regulatory reporting.

  • Collaborate with teams to achieve environmental and sustainability goals.

  • Manage non-conformance reports, corrective actions, and safety documentation.

  • Coordinate care for injured workers and implement return-to-work programs.

  • Prepare monthly HSE metrics reports and recommend improvements.

  • Support ESHARP Manual implementation and client QHSE processes.

  • Recruit, review, and manage HSE staff performance.

  • Ensure contractor compliance with safety and environmental standards through audits.

  • Perform additional tasks to support project safety, quality, and sustainability objectives.

What Required Skills You'll Bring:

  • Bachelor’s Degree in Occupational Safety and Health or Engineering.

  • Minimum 15 years of HSE experience in major Infrastructure projects, including 5+ years in a managerial role and Quality management experience.

  • Certifications: Lead Auditor (ISO 9001 or equivalent), ASQ (CMQ/OE, CQA, or CQE), and professional certifications (CSP, NEBOSH Diploma, NVQ Level 6, IOSH, or similar).

  • Strong knowledge of ISO 45001, ISO 14001, OSHAD SF, EAD regulations, safety management systems, and all phases of design and construction projects.

  • Skilled in delivering health and safety training, designing policies, and implementing quality systems (ISO 9000).

  • Proactive, with strong interpersonal, problem-solving, and decision-making skills.

  • Fluent in Arabic and English with excellent communication and presentation abilities.

  • Advanced computer skills (Microsoft Office and project planning tools).

  • Ability to work independently with minimal supervision.
