Job Description:
Parsons is looking for an amazingly talented Senior Transport & Mobility Engineer to join our team! In this role you will be a core member of the team that assesses our client’s road mobility network and develops the strategies, plans, and design improvements that drive better mobility and safety outcomes across the city.
You will lead detailed operational analyses of corridors, intersections, and expressway segments, and shape a wide range of improvement strategies including adaptive signal control, active traffic management, ramp metering, ITS applications, and innovative approaches to traffic enforcement and driver behavior. You will also help ensure that these strategies are captured in clear, practical agency documentation that guides both internal teams and external partners.
What You’ll Be Doing:
- Lead corridor and network-level mobility assessments, including intersection performance, bottleneck analysis, safety diagnostics, and multimodal operations reviews for key arterials and expressways.
- Plan and execute detailed operational analyses using traffic data, analytical tools, and simulation models to evaluate existing performance and test alternative improvement scenarios.
- Develop integrated improvement strategies that combine adaptive signal systems, coordinated signal timing, active traffic management, ramp metering, incident management, and traveler information to optimize network operations.
- Identify and shape innovative strategies to support traffic enforcement and influence driver behavior, including speed management, red-light compliance, lane discipline, and pedestrian protection measures.
- Translate analysis findings into prioritized packages of short-, medium-, and long-term improvements, including quick wins, pilot projects, and major capital schemes.
- Work closely with traffic signal, ITS, enforcement, and safety specialists to ensure that strategies are technically sound, buildable, and aligned with broader network and policy objectives.
- Support the development of concept designs and functional requirements for operational improvements, ensuring consistency with agency standards, guidelines, and design manuals.
- Contribute to the development and refinement of agency documentation (guidelines, procedures, frameworks, and SOPs) that capture how network strategies are planned, designed, operated, and maintained.
- Coordinate with internal departments and external entities (consultants, contractors, O&M service providers, and interfacing agencies) to ensure that proposed strategies and improvements are understood, feasible, and integrated into their work programs.
- Prepare clear technical reports, presentations, and decision-support materials that explain issues, options, and recommended strategies to both technical and non-technical stakeholders.
- Support workshops and stakeholder engagement sessions to review findings, validate assumptions, and build consensus on preferred strategies and implementation priorities.
- Contribute to implementation staging plans, including definition of phasing, enabling works, and dependencies with other major mobility projects and construction programs.
- Monitor the performance of implemented strategies and recommend refinements based on observed outcomes, new data, and evolving city needs.
What Required Skills You’ll Bring:
- Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Urban/Transport Planning, or a closely related field.
- Minimum 10 years of progressive experience working with or for transportation agencies on road network operations, traffic engineering, and mobility strategy assignments.
- Strong knowledge of arterial and expressway operations, traffic signal systems, congestion management, and safety principles, with demonstrated ability to apply this knowledge in complex urban environments.
- Proven experience leading detailed operational assessments of corridors and networks, including data analysis, performance diagnosis, and development of improvement scenarios.
- Hands-on experience in planning and evaluating strategies such as adaptive signal control, coordinated signal timing, active traffic management, ramp metering, and ITS-based traveler information.
- Demonstrated experience leading similar mobility strategy and operations planning efforts for major metropolitan or national transportation agencies, with proven delivery of actionable recommendations and implemented improvements.
- Clear understanding of the essential components of agency documentation (standards, guidelines, procedures, SOPs) and how these documents guide internal staff and external entities (consultants, contractors, O&M providers, and interfacing agencies).
- Strong analytical, problem-solving, and systems-thinking skills, with the ability to connect operational issues, technology solutions, and policy levers into coherent strategies.
- Excellent written and verbal communication skills in English, including the ability to prepare concise technical documents, visualizations, and executive-level presentations.
- Ability to work effectively in multi-disciplinary, multi-cultural project teams and to manage priorities across multiple workstreams in a fast-paced program environment.
What Desired Skills You’ll Bring:
- Experience working with Gulf-region or large international transportation agencies on traffic management, ITS, or road safety programs.
- Superior skills and proficiency with traffic operations and simulation tools (such as Synchro, SIDRA, VISSIM, Aimsun, or similar) and with processing large traffic and mobility datasets.
- Familiarity with international best practices in adaptive signal control, active traffic management, ramp metering, speed management, and enforcement technology.
- Experience contributing to the development or rollout of agency standards, operational manuals, or SOPs related to traffic management and ITS operations.
- Professional registration/certification (e.g., PE, CEng, PTOE, or equivalent) is an advantage.
- Communication skills in Arabic are preferred but not required.
