Job Description:

Parsons is looking for an amazingly talented Senior Subcontract Administrator to join our team! In this role you will get to support complex programs within the U.S. Intelligence Community (IC) for Parsons Government Services Inc. In this critical role, you will administer classified and unclassified subcontracts to ensure full compliance with company, contract, security, and regulatory requirements; build strong relationships with cleared suppliers and internal mission stakeholders; and provide leadership in all aspects of subcontract management across sensitive IC programs.

This is a hybrid position with an on-site requirement of at least three days per week at a Parsons or customer-designated facility supporting Intelligence Community missions.

What You'll Be Doing:

  • Serve as the primary subcontract administrator for assigned IC-related subcontracts, representing Parsons in both internal and external forums, including with government contracting and security representatives.

  • Provide senior-level subcontract support to Security & Sustainment, including preparing, analyzing, and evaluating bids and proposals to ensure compliance with:

    • Intelligence Community contract requirements

    • Security classification guidance

    • U.S. Government and company policies and procedures

  • Lead complex subcontract negotiations of terms and conditions, pricing, milestones, and other key elements for the procurement of equipment, systems, software, and services in support of IC missions.

  • Administer a variety of subcontract types in the Intelligence Community environment, including:

    • Cost Plus

    • Firm Fixed Price (FFP)

    • Time & Materials (T&M)

    • Labor Hour

    • Indefinite Delivery/Indefinite Quantity (IDIQ)

    • Commercial agreements

  • Develop and apply supplier evaluation criteria specific to IC requirements, including:

    • Facility and personnel clearance levels

    • Foreign ownership, control, or influence (FOCI) considerations

    • Classified performance history and past performance on national security programs

  • Negotiate and manage teaming agreements, NDAs, and proprietary data agreements in support of proposal efforts and program execution for IC opportunities.

  • Conduct comprehensive cost and price analysis of bids and proposals in accordance with:

    • FAR, DFARS, GSAR

    • Intelligence Community acquisition and security policies

    • TINA requirements and other applicable regulations

  • Advise program management and leadership on:

    • Contractual rights and obligations

    • Risk identification and mitigation strategies specific to IC programs

    • Flow-down of prime contract, security, and information assurance requirements

  • Ensure all subcontract documentation is compliant with:

    • Parsons policies and procedures

    • CPSR (Contractor Purchasing System Review) requirements

    • Applicable IC, DoD, and agency-specific acquisition and security requirements

  • Oversee subcontractor setup processes, including:

    • Verification of appropriate facility and personnel clearances

    • Collection of required security, export control, and compliance documentation

    • Submission and tracking of approvals in coordination with Security and Compliance

  • Maintain awareness of regulatory and policy changes affecting IC procurement, including:

    • FAR, DFAR, GSAR

    • Intelligence Community acquisition policies and directives

    • NISPOM and related security requirements, in coordination with Security

  • Provide leadership, direction, and training to assigned professional staff, including:

    • Coaching and mentoring junior subcontract administrators working on IC programs

    • Sharing best practices for working in classified and sensitive environments

  • Prepare, maintain, and audit accurate tracking records and subcontract files that support:

    • CPSR and internal audit requirements

    • Security and export control compliance

    • Timely payment, funding, and closeout

  • Prepare reports and contractual correspondence for:

    • Project and program management

    • Internal leadership

    • Government customers, as required

  • Conduct periodic on-site and/or classified facility reviews of subcontractor staffing, security, and performance compliance, in coordination with Program Management and Security.

  • Attend and participate in weekly and monthly Project Management Review (PMR) and program reviews, including those held in classified environments as required by the customer.

What Required Skills You'll Bring:

  • Bachelor’s degree in Business Administration, Supply Chain, Contracts, or a related field.

  • Minimum of 6 years of relevant experience in procurement and subcontract administration, preferably supporting:

    • Intelligence Community

    • Department of Defense (DoD)

    • National security or sensitive government programs

  • Demonstrated ability to lead and support:

    • RFPs and RFQs

    • Subcontract negotiations

    • Pre-award meetings

    • Subcontract award and finalization on complex federal/IC efforts

  • Strong knowledge of various contract types, including:

    • FFP, FFP LOE

    • CPFF and other cost-reimbursable types

    • T&M and Labor Hour

    • IDIQ

    • GWACs and other multiple-award vehicles

    • Commercial contracts under FAR Part 12

  • Experience with:

    • CPSR compliance and purchasing system requirements

    • Corporate procurement policies and processes

    • Flow-down of prime contract and security requirements on IC or DoD programs

  • In-depth understanding of:

    • FAR, DFAR, GSAR

    • TINA requirements

    • Associated clauses and provisions commonly used in IC/DoD contracts

  • Proven ability to work effectively in a classified environment, including coordination with:

    • Program Security Officers

    • Facility Security Officers (FSOs)

    • Information Assurance/IT personnel

  • Excellent written and verbal communication skills, with the ability to:

    • Interact confidently with program managers, contracts, legal, security, finance, and supply chain

    • Interface professionally with government contracting officers, CORs, and IC customer representatives

  • Strong organizational and time management skills; ability to manage multiple concurrent IC programs and priorities in a fast-paced, deadline-driven environment.

  • Ability to work independently and collaboratively as part of an integrated program team supporting national security missions.

  • U.S. citizenship and active TS/SCI clearance required

    • Polygraph may be required or preferred, depending on customer/program requirements.


What Desired Skills You'll Bring:

  • Experience negotiating and managing subcontracts for Intelligence Community, DoD, and other federal national security clients, including support to:

    • Sensitive compartmented information (SCI) programs

    • Special access or highly controlled environments

  • Familiarity with Deltek Costpoint or similar ERP/procurement software used in a cleared government contracting environment.

  • Experience supporting:

    • Major proposal efforts to IC customers

    • Transition and startup of new IC programs

    • Multi-tier subcontractor environments with cleared teammates

Security Clearance Requirement:

An active Top Secret SCI security clearance is required for this position.​

Salary Range: $88,400.00 - $154,700.00
