Job Description:

Position Overview

Parsons is seeking a Senior Resident Engineer to lead the construction oversight of a complex bridge replacement and rehabilitation project. The Senior Resident Engineer will act as the Owner’s representative on site, providing leadership, technical guidance, and contract administration to ensure the project is delivered safely, on schedule, within budget, and in accordance with all design, quality, and regulatory requirements.

This role is suited for a seasoned bridge professional who excels in field leadership, stakeholder coordination, and problem-solving on active construction sites.

Key Responsibilities

Construction Management & Site Leadership

  • Lead all site-based activities related to bridge demolition, replacement, rehabilitation, and associated roadway and structural works.
  • Act as the primary point of contact on site for the client, contractor, subconsultants, and other stakeholders.
  • Plan, coordinate, and monitor daily construction activities to ensure compliance with the contract documents and project objectives.
  • Proactively identify risks, constraints, and constructability issues and drive timely resolutions.

Quality Assurance & Technical Oversight

  • Ensure all work is executed in accordance with approved drawings, specifications, standards, and applicable codes.
  • Review, comment on, and recommend acceptance of contractor submittals, including shop drawings, method statements, and material approvals.
  • Oversee field inspection and testing activities; ensure that required tests and inspections are completed, witnessed, and properly documented.
  • Provide technical guidance on bridge construction and rehabilitation methods, staging, temporary works, and traffic management.

Health, Safety, and Environmental (HSE)

  • Promote and enforce a strong safety culture on site in line with corporate, client, and regulatory requirements.
  • Monitor contractor compliance with project-specific safety and environmental plans.
  • Participate in safety meetings, toolbox talks, and HSE audits; initiate corrective actions as needed.
  • Monitor environmental mitigation measures, particularly for works in and near watercourses, ensuring compliance with permits, environmental commitments, and regulatory requirements.

Contract Administration & Documentation

  • Administer the construction contract in accordance with the contract documents and applicable standards.
  • Review and evaluate change requests, claims, and proposed variations; provide recommendations to the client.
  • Review contractor’s progress schedules, monitor actual progress, and identify potential delays and mitigation measures.
  • Maintain comprehensive daily records of construction activities, including progress, site instructions, issues, and decisions for final project documentation and closeout.

Team Leadership & Coordination

  • Lead and mentor the site supervision team including inspectors and junior engineers.
  • Coordinate with the design team to address RFIs, design clarifications, and site-driven design modifications.
  • Facilitate regular progress meetings with the client, contractor, and other stakeholders; prepare and distribute meeting minutes and action items.

Stakeholder & Utility Coordination

  • Liaise with federal, provincial, and municipal authorities, utilities, and other agencies to coordinate permits, shutdowns, and access.
  • Support communication with the public and adjacent property owners as required for traffic staging, noise, and access management.

Qualifications

Education & Registration

  • Bachelor’s Degree in Civil Engineering from a recognized institution.
  • Licensed Professional Engineer (P.Eng.) in Ontario.

Experience

  • Minimum 15 years of progressive experience in civil/structural engineering, with a strong focus on bridge construction and rehabilitation.
  • 7+ years in a Resident Engineer / Senior Site Engineer / Contract Administrator role on bridge replacement and rehabilitation projects.
  • Proven experience with:
    • Bridge demolition, staged construction, and complex traffic management.
    • Rehabilitation techniques (e.g., deck replacements, girder repairs, bearing and joint replacement, concrete repair, strengthening/retrofit).
    • Contract administration on Design–Bid–Build and Alternative Project Delivery projects.
    • Experience with the implementation and monitoring of environmental mitigation measures for projects near water.

Technical & Soft Skills

  • Strong understanding of structural design intent, construction means and methods, and constructability for bridges and associated works.
  • Solid knowledge of applicable codes, standards, and specifications (e.g., CSA, CHBDC, MTO/municipal standards).
  • Demonstrated ability to lead multidisciplinary site teams and manage multiple priorities in a fast-paced construction environment.
  • Strong written and verbal communication skills, including preparation of reports, correspondence, and contract documentation.
  • Sound judgment, negotiation, and problem-solving skills, particularly in resolving site issues and contractor disputes.
  • Proficiency with common office and construction tools (e.g., MS Office; familiarity with scheduling software and document management systems is an asset).

Other Requirements

  • Ability and willingness to work on site full-time, including nights and weekends as required by construction staging and traffic management.
  • Valid driver’s license and ability to travel to and from the project site.

Salary Range: $67,900 - $117,900
