Job Description:
Parsons is seeking a highly competent Senior Quantity Surveyor to support the Cost Manager and the Controls Manager in implementing robust commercial and quantity management practices across a major infrastructure program in Riyadh.
Working within a PMO environment, the role is responsible for ensuring the accuracy, completeness, and consistency of BOQs, variations, payment applications, and commercial submissions prepared by PMCMs and contractors. The Sr. QS will collaborate closely with the Client, PMCM teams, and contractors to drive strong commercial governance and transparent reporting.
What You'll Be Doing;
- Review and verify designer-prepared BOQs, ensuring completeness, accuracy, unit-rate logic, and adherence to approved measurement standards.
- Support preparation and validation of project cost estimates and budgets once design packages are issued.
- Participate in tender evaluation processes, providing quantitative and commercial input for technical and commercial assessments.
- Lead and support PMCM QS teams in finalizing BOQ remeasurements across all stages of construction.
- Review Interim Payment Applications (IPAs/IPCs) after PMCM checks, focusing on quantities, measurement rules, valuation logic, and alignment with contractual entitlements.
- Review and quantify Change Orders, variations, and claims, performing quantity take-offs, cost impact assessments, and alignment with baseline budgets.
- Prepare high-level estimates for design changes, urgent requests, confidential client inquiries, and strategic commercial decisions.
- Review significant quantity shifts associated with client-driven changes (e.g., fill, pavement layers, bridge cladding, utilities, landscaping).
- Support development and maintenance of program-level cash flow forecasts in coordination with the planning and cost teams.
- Monitor PMCM compliance with commercial procedures, BOQ structures, measurement rules, and variation workflows.
- Maintain audit-ready documentation, logs, and registers for BOQs, variations, and quantities.
- Flag risks arising from quantity deviations, design inconsistencies, or contractor claims.
- Work closely with PMCM commercial teams to ensure consistency, quality, and timely submission of commercial deliverables.
- Provide commercial and quantity analysis for internal management, cost controls, and client reporting.
- Participate in commercial meetings with PMCMs, contractors, and the Client, presenting QS analysis as required.
What Required Skills You'll Bring;
- Degree in Quantity Surveying or Civil Engineering.
- 15+ years of QS experience, ideally on major infrastructure or roads/highway programs.
- Strong knowledge of pre-contract and post-contract QS practices, including BOQ development, remeasurement, variations, and claims.
- Experience in a PMO / PMC / client-side environment strongly preferred.
- Strong capabilities in Excel, quantity analysis, and cost benchmarking.
- Familiarity with GCC / KSA contracts, specifications, and commercial procedures.
- Excellent English communication and report-writing skills.
