Senior Quantity Surveyor (Infrastructure Projects)
Abu Dhabi - UAE
A Senior Quantity Surveyor (SQS) is responsible for managing all aspects of the contractual, financial, and commercial elements of a construction project. They ensure that the project is delivered within budget, while maintaining quality and compliance with contractual obligations. Below is a detailed breakdown of their roles and responsibilities:
What You'll Be Doing:
1. Cost Estimation and Budgeting
Prepare detailed cost estimates and budgets for construction projects based on drawings, specifications, and project requirements.
Analyze and evaluate tender documents, bills of quantities (BOQ), and cost plans.
Provide accurate cost forecasts and ensure that the project stays within the approved budget,
2. Contract Administration
Manage and administer contracts, ensuring compliance with terms and conditions.
Review and negotiate contract terms with clients, contractors, and subcontractors.
Ensure that all contractual obligations are met by all parties involved in the project.
3. Procurement and Tendering
Prepare tender documents, including BOQs, specifications, and pricing schedules.
Evaluate and analyze bids from contractors and suppliers to ensure value for money.
Recommend the selection of contractors and suppliers based on technical and financial evaluations.
4. Cost Control and Monitoring
Monitor project costs and expenditures to ensure alignment with the budget.
Identify cost variances and recommend corrective actions to minimize overruns.
Prepare cost reports, cash flow forecasts, and financial statements for management and stakeholders.
5. Valuations and Payments
Prepare and submit interim valuations and payment applications to clients.
Review and certify contractors' and subcontractors' payment applications.
Ensure that payments are processed accurately and in a timely manner.
6. Change Management
Assess and evaluate variations, change orders, and additional works.
Prepare cost estimates and negotiate the financial impact of changes with clients and contractors.
Ensure that all changes are documented and approved in accordance with contractual procedures.
7. Claims and Dispute Resolution
Prepare and evaluate claims for extensions of time (EOT), additional costs, or other contractual entitlements.
Analyze and resolve disputes related to costs, contracts, or payments.
Provide support in arbitration, mediation, or legal proceedings if required.
8. Risk Management
Identify potential financial and contractual risks and develop mitigation strategies.
Monitor and manage risks throughout the project lifecycle.
Ensure that contingency plans are in place to address unforeseen events.
9. Final Accounts and Close-Out
Prepare and agree on final accounts with clients, contractors, and subcontractors.
Ensure that all financial and contractual matters are resolved before project close-out.
Provide detailed project cost summaries and lessons learned for future projects.
10. Team Leadership and Mentorship
Supervise and mentor junior quantity surveyors and other team members.
Provide guidance on cost management, contract administration, and best practices.
Foster a collaborative and professional working environment within the team.
11. Compliance and Reporting
Ensure compliance with relevant laws, regulations, and industry standards.
Maintain accurate records of all financial and contractual activities.
Prepare and present regular reports to project managers, clients, and stakeholders.
12. Value Engineering
Identify opportunities for cost savings and value engineering without compromising quality or project objectives.
Recommend alternative materials, methods, or designs to optimize project costs.
Collaborate with design and construction teams to implement value engineering solutions.
What Required Skills You'll Bring:
Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
Minimum 10+ years of extensive experience in quantity surveying, cost management, and contract administration, on large infrastructure project including roads and bridges.
Proven and mandatory experience of minimum 2 years in structural engineering and construction supervision on large-scale infrastructure projects, within Abu Dhabi.
Strong understanding of construction methods, materials, and project management principles.
Familiarity with standard forms of contracts (e.g., FIDIC, NEC, JCT) and their application.
Proficiency in quantity surveying and cost management software, such as CostX, Candy, or RIB iTWO.
Familiarity with project management tools and Microsoft Office Suite.
Professional certifications such as MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent are highly desirable.
Analytical Skills: Ability to analyze costs, contracts, and financial data effectively.
Negotiation Skills: Strong negotiation skills to manage contracts, claims, and disputes.
Communication Skills: Excellent communication and interpersonal skills to interact with clients, contractors, and stakeholders.
Attention to Detail: High level of accuracy in cost estimation, reporting, and documentation.
Problem-Solving: Ability to address and resolve financial and contractual issues efficiently.
