Job Description:
Parsons is seeking a highly experienced Senior Quality Engineer (Saudi National) to lead quality assurance and control efforts on our flagship infrastructure projects in Saudi Arabia. You will be responsible for the strategic implementation of Quality Management Systems (QMS) and for providing leadership in maintaining the rigorous standards required for the Kingdom’s Giga-projects. As a Senior member of the team, you will act as the primary authority for quality compliance, ensuring that all project deliverables exceed client expectations and adhere to Vision 2030’s benchmark for excellence.
Key Responsibilities
QMS Leadership: Lead the development, implementation, and continuous improvement of the Project Quality Management System (PQMS) in accordance with ISO 9001:2015.
Audit Management: Plan and lead comprehensive internal and external quality audits. Manage the audit lifecycle from scheduling to the verification of closed corrective actions.
Technical Oversight: Review and approve complex Inspection and Test Plans (ITPs), Method Statements, and Material Submittals.
Root Cause Analysis: Lead investigations into significant quality failures or recurring non-conformances (NCRs), developing high-level preventive strategies to mitigate future risks.
Stakeholder Liaison: Represent the Quality department in high-level meetings with clients, government authorities, and contractors.
Team Mentorship: Supervise and mentor junior quality engineers and inspectors, fostering a culture of technical excellence and professional growth.
Reporting: Analyze quality metrics and KPIs to provide the Project Director with actionable insights regarding quality trends and contractor performance.
Required Qualifications
Education: Bachelor’s degree in Engineering (Civil, Mechanical, or Electrical) from a recognized institution.
Experience: A minimum of 7 to 10 years of experience in QA/QC roles, with at least 3 years in a senior or lead capacity on major construction projects.
Certifications:
ISO 9001:2015 Lead Auditor certification is mandatory.
Membership in the Saudi Council of Engineers (SCE) at a Professional or Consultant grade.
Standards Knowledge: Extensive expertise in international codes (ASTM, ACI, AWS) and the Saudi Building Code (SBC).
Preferred Skills
Language: Native fluency in Arabic and professional mastery of English (technical writing and presentation).
Managerial Acumen: Strong ability to manage contractor relationships and influence project outcomes without direct authority.
Digital Literacy: Proficiency in quality management software, BIM integration for quality tracking, and advanced data analysis tools.
Problem Solving: A strategic mindset capable of balancing strict quality requirements with project schedule constraints.
